    Newham is a vibrant inner-city borough in the heart of East London with excellent transport links to the rest of the Capital and South-East England.     The Income and Resource Manager role sits within the Public Realm directorate and has strategic oversight of the operation revenue and capital budgets with a value of approximately £26m within this area. Public Realm in Newham includes Street Cleansing, Waste and Recycling and Parks among other areas. The post acts as critical friend and internal audit for 30 budgets including 8 holding accounts. This role is a strategic and analytical based on the budget available, the forecasted spend and the Councils overall goals and objectives including savings targets and opportunities for growth. The post holder will report a monthly overview to the Director of Public Realm providing budget analysis, income forecast, risks and mitigations along with budget pressures and resolutions. You will need to be able to delivery complex data in a format suitable for your audience, who may not have a financial background.

    You will be able to develop your skills understanding complex service delivery, working with stakeholders at all levels and contributing to the financial stability of the Council. You will need to keep up to date with the legislative changes and changes within the organisation that will need to be reflected in the Directorates budgets.

    The post holder will be working directly with Heads of Service to support their financial operations and budget setting process. Knowledge of a zero based budgeting will be required as the service uses zero based budgeting annually to plan their forthcoming financial year. The post holder manages the Resource Officer who oversees, analyses and works with the payroll department to ensure all 500 Public Realm officers, including agency staff are paid accurately each month.

    The postholder will require excellent communication skills to work with staff and members at all levels within the organisation both within Public Realm and the wider Council including OneSource. You will be required to have a close working relationship with collages in the Corporate Finance team.
