Job summary

Help shape how the Planning Inspectorate manages, protects and uses its information. As the Information and Records Manager, you will lead improvements that strengthen compliance, enhance transparency, and ensure colleagues can easily find and trust the information they need. This is an opportunity to drive meaningful change at the heart of our digital and data transformation.

We are seeking an experienced information and records management professional to develop and embed an organisation‑wide framework for managing information and records. Working closely with technical specialists and teams across the business, you will help ensure our information is well‑structured, secure, and compliant with key legislation. Your contribution will directly strengthen governance, support transparency, and improve how the organisation uses information to deliver its mission.

Job description

Key Responsibilities

  • Work closely with the SharePoint Improvement Project to ensure information architecture and site provisioning align with agreed information and records management principles.
  • Collaborate with Digital & Data teams, Information Owners and business areas to promote good governance, consistency and best practice.
  • Identify opportunities to improve policies, systems, processes and governance across the full information and records lifecycle.
  • Develop retention and disposal practices, including scoping how these will be implemented across multiple systems.
  • Work with colleagues in the Planning Inspectorate’s Knowledge and Information Management (KIM) team and the Ministry of Housing, Communities and Local Government to ensure compliance with information rights legislation and the Public Records Act.
  • Provide expert advice and guidance on information and records management, and support information rights casework when required.
  • Engage in learning and development opportunities to strengthen your skills and support your role.
  • Balance a varied workload with the support and time needed to deliver high‑quality outcomes.

Salary

New entrants to the Civil Service are expected to start on the minimum of the pay band. Internal rules apply to existing Civil Servants, i.e. level transfers move on current salary or the pay range minimum, transfers on promotion move to new pay range minimum or receive 10% increase. Either case is determined by whichever is the highest.

Standard working week is 37 hours, flexible working hours policy available

Part time and Job share at 28 hours or above, flexible working hours policy available

Office Attendance

This role is contractually based in Bristol, 10 minute walk from Temple Meads train station. Person specification

Essential

  • Professional experience in Knowledge and Information Management (KIM), with strong working knowledge of effective information and records management in complex organisations.

  • A demonstrable understanding of key KIM legislation, including the Public Records Act, Data Protection, Freedom of Information, Environmental Information Regulations and the Re‑use of Public Sector Information.

  • Experience developing and implementing information governance policies, processes and improvement initiatives, with the ability to lead and deliver process‑improvement projects.

  • A proven ability to collaborate with a wide range of stakeholders to define and deliver information management priorities.

  • Proven capability in building effective relationships and presenting ideas and options confidently to diverse audiences, including senior leaders, supported by strong communication and influencing skills.

  • A proven ability to manage complex workloads, work autonomously, prioritise effectively and maintain attention to detail, alongside a commitment to continuous professional development.

Desirable

  • Qualifications in information and records management.
  • Data Protection and/or Freedom of Information practitioner qualifications.
  • Experience developing and implementing information governance requirements for systems, particularly Microsoft products such as SharePoint and Teams.

Reserve list

A reserve list may be held for a period of 6 months from which further appointments can be made.

Future Matches

Candidates who demonstrate strong potential and future readiness but score just below the required level at interview may be considered for alternative positions. These roles may be at a lower grade but align with their skills and offer opportunities for growth.

We appoint in merit list order, starting with any permanent appointments followed by any fixed term appointments.
