His Majesty’s Inspectorate of Constabulary and Fire & Rescue Services (HMICFRS) is a national organisation with a Head Office in Birmingham and regional offices in London, Salford and Leeds. In line with the Places for Growth Programme HMICFRS will relocate more roles based outside London and the Southeast over the next six to seven years.
This role is being advertised on a national basis and is a Remote Access Working (RAW) post. Inspection officers spend a significant amount of time on inspection activity in police forces. These roles are home-based, but you should therefore anticipate frequent overnight stays away from home.
For administrative purposes, you will be attached to one of our offices (Birmingham, London or Salford).

Job description
Secondee Inspection Officers are essential to the conduct of HMICFRS’ inspection programmes. They are responsible for leading and supporting inspections thorough design, preparation and detailed fieldwork.
The Joint and National Police Inspections Portfolio (JNPIP) team is responsible for carrying out national thematic inspections, the inspection of national law enforcement agencies and non-Home Office police forces. The JNPIP team is comprised of police officers and civil servants with subject matter expertise. Inspection teams are responsible for carrying out fieldwork, assessing evidence and preparing reports to the highest standards.
This vacancy is for an individual with extensive knowledge and expertise of police vetting. The post will require engagement with national stakeholders at a senior level including the Home Office, the National Police Chiefs’ Council and the College of Policing.
These roles are not suitable for part-time working or job sharing.
Responsibilities
- leading vetting inspection activity;
- management of the inspection timetable;
- formulation of judgments and gradings;
- lead responsibility for vetting and vetting related enquiries and commissions;
- working effectively across the organisation, with other portfolios, regional teams, and HM Inspectors (HMIs);
- evidence gathering – including data requests, document review and formulation of inspection methodologies;
- engaging with a wide range of internal stakeholders and external interested parties to ensure the inspection approach is relevant and evidence based;
- providing specialist advice on police vetting to key stakeholders, including HMIs and HM Chief Inspector of Constabulary;
- ensuring effective analysis of inspection findings and contribute to the assessment process, providing authoritative and credible advice to ensure findings are robust and evidence based;
- making sure reports are well-evidenced with sound recommendations;
- preparing reports, including analysis of themes, report drafting and approval;
- preparing material such as briefing notes, speaker notes, correspondence and presentations;
- ensure that HMICFRS’s existing evidence base, including previous inspections, lessons learned and HMICFRS specialist knowledge is used for wider organisational development;
- providing feedback to forces during inspections to support continuous improvement;
- acting as an ambassador for HMICFRS, ensuring the highest standards of professional conduct are always demonstrated.

Person specification
Essential Criteria
- Must be employed currently by a police force in England and Wales holding either the substantive rank of Chief Inspector or Police staff equivalent to join on level transfer, or the substantive rank of Inspector or Police staff equivalent to join on temporary promotion.
- extensive knowledge and experience of police vetting including authorised professional practice;
- understanding of HMCFRS’ existing vetting, professional standards, and the integrity inspection programme;
- experience of working within a police-related field centred on vetting and recruitment
- leadership and management experience particularly within a police vetting and recruitment environment;
- sufficient seniority and credibility to enable effective engagement and decision making, for example Force Vetting Manager or equivalent;
- confidence and experience in liaising, negotiating and influencing strategic change with senior stakeholders;
- strong analytical skills with the ability to interpret evidence and present clear conclusions and ability to meet deadlines and maintain standards whilst working independently with minimal supervision;
- excellent communication (both oral and written) skills.
Desirable Criteria
- experience of HMICFRS inspection design, delivery and reporting processes;
- experience of leading change programmes;
- experience of partnership working to deliver against shared goals; and
- an understanding of office-based computer systems with experience of using applications such as Microsoft Outlook, Excel and Word.

These roles are only open to serving police officers or police staff equivalent.
These are Remote Access worker posts. These posts will be attached to one of the office locations. You will be required to attend HMICFRS offices, forces or other locations on a regular basis and your travel, accommodation and subsistence costs will be reimbursed according to HMICFRS policy.
The role will involve regular travel and overnight stays.
Secondees can be appointed to HMICFRS for a maximum of 4 years – this includes new and previous postings. Candidates who have served for the maximum tenure length cannot be reappointed for 12 months from the date their previous secondment ended.
Please note: As part of our pre-employment checks, if you have previously worked within HMICFRS and your proposed start date falls within 12 months of a previous exception appointment, we are required to seek prior approval from the Civil Service Commission.
Additionally, if your proposed salary exceeds that of a Senior Civil Servant Pay Band 2 (SCS PB2), we must also seek prior approval from the Commission before confirming your appointment.
Any provisional offer of employment will therefore be subject to this approval, in addition to the successful completion of all relevant pre-employment checks.

Allowances:
Your full-time employer will continue to pay your salary as well as any allowances including compensatory grants and pension contributions to which you are entitled. Your force will then invoice HMICFRS for the amount. While on secondment, you will be entitled to a central service allowance of £1,260 per annum (non-pensionable).
