Role Overview:

The Integrated Team Manager is a strategic leadership role within Children's Services, responsible for leading the delivery of Oldham's Best Start for Life priorities through Family Hubs, early years education settings and multi-agency partnerships. The role focuses on improving outcomes for children from birth to five, including increasing the proportion of children achieving a Good Level of Development (GLD), reducing inequalities and ensuring children and families receive the right support at the earliest opportunity.

The post holder will lead a multidisciplinary team of Early Years Quality Practitioners, Early Years Advisory Practitioners and Child and Family Inclusion Practitioners, creating a coordinated approach to support children, families and professionals across the borough. They will work collaboratively with colleagues in education, health, social care, Family Hubs, schools, early years providers and voluntary sector organisations to develop integrated pathways and deliver evidence-informed interventions that improve outcomes for children and families.

A key aspect of the role is providing strategic leadership for SEND and inclusion, ensuring that children with emerging, moderate or complex needs can access high-quality, inclusive support. The manager will oversee service quality, performance, workforce development and continuous improvement, using data, performance intelligence and local need to shape practice and drive change.

The role also has responsibility for developing partnerships, managing resources and budgets, supporting safeguarding arrangements and contributing to local and national priorities, including Families First Partnership, Family Hubs and SEND reforms. The post holder will lead by example, promoting collaboration, innovation and inclusive practice while building the confidence and capability of practitioners across the system.

Key Responsibilities:

  • Lead and manage a multidisciplinary team to deliver the Best Start for Life strategy and improve outcomes for children and families across Oldham.
  • Drive integrated working across Family Hubs, schools, early years providers, health services and community partners to ensure coordinated support and effective early intervention.
  • Provide strategic leadership for SEND and inclusion, ensuring children with additional needs receive timely, appropriate and inclusive support.
  • Use performance data, quality assurance and evaluation processes to monitor impact, drive service improvement and support inspection readiness.
  • Develop partnerships, manage budgets and resources, and contribute to the design and implementation of programmes, pathways and services that improve outcomes for children and families.


Key Requirements:

  • Degree-level qualification or equivalent professional qualification in education, health, social work or a related field, together with a commitment to continuing professional development.
  • Substantial experience of leading services and managing teams within the early years sector, including partnership working and improving outcomes for children and families.
  • Strong knowledge of early years legislation, safeguarding, SEND, child development and inclusion, with the ability to use data and evidence to drive improvement and influence practice.
