We are currently recruiting an Intelligence Manager to join our Intelligence team. This role is essential in the GLAA’s approach to tackling Modern Slavery (Forced or Compulsory Labour) and Labour Exploitation in order to protect some of the most vulnerable victims in the UK.

The GLAA is one of the principal investigative law enforcement bodies for labour exploitation in the UK. The GLAA ensures that workers in the UK are treated fairly, properly and are protected from abuse and exploitation. We have three core functions:

  • Regulation - We regulate businesses that provide workers to the horticulture, agriculture, shellfish gathering and food processing and packaging sector. Our regulatory work includes operating a licencing scheme, undertaking inspections to ensure compliance with that scheme, and taking enforcement action where there are breaches.
  • Prevention – We work with a broad range of stakeholders locally, nationally, and internationally to help prevent workers from being exploited.
  • Enforcement - We investigate allegations of worker abuse under the Modern Slavery Act 2015. GLAA Officers conduct civil and criminal investigations and take enforcement action, including prosecutions and court orders to disrupt criminal activity. We also support victims who have been abused, in particular by ensuring they can access specialist help from our partners.

Job description

The primary responsibility of the post holder will be to manage and co-ordinate the day-to-day operational activity of the team of Senior Field Intelligence Officers (SFIOs).

The responsibilities of the post holder will include (but not be limited to) :-

  • Supporting the ongoing personal and professional development of the team of SFIOs.
  • Ensuring operational activity undertaken by the SFIOs supports our Control Strategy Priorities and the direction provided by the Tactical Tasking and Coordination Group process
  • Ensuring operational activity undertaken by the SFIOs maximises opportunities to gather and develop intelligence and makes full use of GLAA intelligence capabilities.
  • Ensuring that operational activity undertaken by the SFIOs is lawful, necessary, proportionate and justified and is undertaken in accordance with legislative requirements (RIPA, ECHR etc.)
  • Where necessary, liaise with managers from the National Investigation Team and the Hidden Economy Teams to assist, advise and identify opportunities to use or deploy Intelligence resources in support of investigations.
  • Maintaining accurate and comprehensive records of activity requested and/or undertaken to ensure compliance with the requirements of RIPA Codes of Practice and any associated oversight regime (e.g. IPCO)
  • Ensuring that GLAA systems are correctly used to record information and to manage case files.
  • Conduct First Line management reviews and evaluations of Intelligence Development cases - ensuring the accuracy and quality of data captured and providing advice and direction as required.
  • Promoting, developing and maintaining effective partnership working with a wide range of law enforcement and other appropriate agencies, ensuring compliance with relevant MOU’s.
  • Overseeing the delivery of presentations and operational briefings on behalf of the GLAA to external stakeholders and /or to represent the GLAA as and when required.
  • Developing and maintaining effective working relationships with stakeholders and industry representatives, as required
  • Ensuring the production of accurate and timely Management Information for inclusion within relevant monthly / quarterly reports.
  • Undertaking Audits in support of the GLAA Governance Framework
  • Developing or reviewing Standard Operating Procedures and / or MOUs that relate to your area of business

Where necessary the post holder may, on occasion, be required to provide managerial support and direction to the wider Intelligence Team.

The Government’s plan to Make Work Pay included a commitment to establish a single enforcement body to enforce workers’ rights, including strong powers to inspect workplaces and take action against exploitation. Bringing together state enforcement for workers’ rights will better support businesses who want to comply with the rules, create a strong, recognisable single brand so individuals know where to go for help, and lead to a more effective use of resources and coordinated enforcement action. Bringing state employment enforcement together will create a single executive agency of the Department for Business and Trade known as the Fair Work Agency (FWA). The FWA will bring together the enforcement bodies – HMRC’s National Minimum Wage enforcement function (HMRC NMW), the Employment Agency Standards Inspectorate (EAS), the Gangmasters and Labour Abuse Authority (GLAA) and the Director of Labour Markets (DLME) strategic functions.

This role is part of a transition process and is expected to transfer to The Fair Work Agency (FWA) as part of planned organisational changes. Further details will be provided as appropriate during the recruitment process.

Person specification

Essential Criteria

  • Excellent leadership behaviours, setting a positive example, including the ability to drive culture change and improve equality, diversity and inclusion.
  • Strong communication and influencing skills, with the ability to deal and manage senior stakeholders confidently.
  • Up to date knowledge and experience of working within the provisions of the National Intelligence Model, RIPA, ECHR and relevant oversight bodies eg. Investigatory Powers Commissioner’s Office, Information Commissioner’s Office, and a track record of developing and effectively implementing Standard Operating Procedures to meet legislative requirements.
  • Up to date knowledge and experience of intelligence use/development within an enforcement setting, including the use and deployment of surveillance equipment and techniques.
  • Experience of evaluating the efficiency and effectiveness of intelligence gathering and handling, and successfully implementing continuous improvement measures.
  • Experience of using risk-based models to prioritise operational activity and optimise use of limited resources.

Desirable Criteria

  • Experience of managing home based remotely located staff
  • Accreditation or qualification in intelligence gathering.
  • Track record of commissioning and joint commissioning of intelligence products with partner agencies
