Job summary

The NCA Academy has adopted an Officer-centred, blended model to align learning within the Agency to the National Strategic Assessment and NCA Annual Plan. The model is a significant shift from predominantly classroom-based courses to alternative delivery methods that support sustainable learning outcomes for officers and encourage self-directed, experiential and social learning to enhance educational activities.

Learning needs within the Agency are very broad in scope. Internally delivered programmes include our Operational Development Programme (ODP), a full range of niche and specialist operational and systems training directly related to fighting serious and organised crime, as well as more generic programmes covering interpersonal skills, leadership, management and inclusion, diversity and equality.

This is a dynamic role; working as part of the Intelligence and Analysis team you will be responsible for designing and delivering a range of Intelligence and or Analytical courses to new and existing officers to enable them to continue to lead the UK’s fight to cut serious and organised crime. We are looking for candidates who have a passion for the development, management and use of Intelligence and who want to not only improve others but themselves by learning new skills and methods to help develop the NCA’s workforce.

Please note: Due to variations in course requirements, alternative working arrangements will be considered on a case by case basis in line with business needs.

Job description

As a member of the Intelligence and Analysis delivery team you will be delivering and design key learning to aid staff in the NCA develop and use Intelligence to fight serious and organised crime. You will train new officers on what intelligence is, why it is so important and how we use it to enable operational decisions to be made including managing high risk situations such as threat to life. Alongside this you will train Agency staff in how to create Intelligence Reports using the 3x5x2 system highlighting the importance of sharing intelligence correctly so that the correct people see it without risking the source of the intelligence.

If you have an analytical background, you will be training and developing both new and current Intelligence Analysts to enable them to undertake vital work such as writing the National Strategic Assessment or developing Network Profiles of Organised Crime Groups. Suitable qualified trainers will also lead on the training of managers in the Agency who undertake Intelligence Manager roles to enable them to have the relevant skills and knowledge to undertake this role.

Successful candidates who do not currently hold a Training Essentials Programme qualification will be enrolled on the course, making this an excellent opportunity for those looking to begin or further develop a career in training.

Duties and Responsibilities

Train new operational Agency Staff in the Intelligence CycleProvide Agency staff with the knowledge and understanding of the Intelligence Cycle, how it works and how it is used to identify, develop and disseminate relevant Intelligence to enable the investigation of SOCTrain Agency staff in the creation and dissemination of IntelligenceEnable new and current operational staff to use the 3x5x2 process to develop and then disseminate correctly Intelligence Reports.Support Learning Managers engagement with NCA operational commands to understand their learning needs and develop learning resources to meet these needsWork with the Learning Managers in the NCA Academy to engage with and maintain a constant dialogue with Agency operational teams to understand their learning requirements. To determine if the current learning products and resources support current operational skills and knowledge and to develop new learning resources if requiredTrain relevant staff in the management of Intelligence to support SOC operationsTrain NCA staff who are in an Intelligence Management role e.g. authorisation of Intelligence Reports to be published or the tasking of staff based on IntelligenceTrain staff in the management and use of secret and sensitive intelligence to support SOC investigationsThe use of sensitive and secret Intelligence is a key element of the work of a number of operational Staff within the Agency. It is key that they understand how to manage this material correctly when using it to support SOC investigations as well as to manage critical incidents such as Threats to Life.Train staff in the relevant legislation relating to the creation and use of Intelligence to support operational activity against SOCTeach new and current Agency staff how key legislation such as CPIA, IPA 2016, RIPA 2000 and HRA impact how and organisation like the NCA gathers and uses intelligence to tackle SOC. Deliver other training suitable to their skills, knowledge and experienceSupporting and leading other training alongside the intelligence training based on their knowledge, skills and experienceReview and maintain learning productsUndertake annual review of learning products to make sure that they are still relevant and that they are the most efficient way to deliver the required learning whilst minimising time and financial cost to the organisation. Deliver training at different locations in the UKNCA has two training sites, one Crawley and one in Warrington however we also deliver from other locations. Travel will be expected to NCA sites and may be required to stay over night.Deliver Training in Open Source TechniquesThe ability to search the Internet is a key skill in investigating SOC and the NCA run a foundation course in this. This covers key areas like how to find key information using search engines, how to evidentially capture material and the legislation required to undertake this work.

Person specification

Experienced in the use of the 3x5x2 to create and disseminate intelligence Candidate must be able to evidence that they have created and disseminated Intelligence Reports to operational partners using the 3x5x2 system. Knowledge of the Intelligence cycle and how it supports SOC investigationsCandidate must be able to explain what the Intelligence cycle is, what each part does, how they relate to each other and how it is used to support SOC InvestigationsKnowledge of the relevant legislation that impacts the acquisition, creation and use of Intelligence in a SOC investigation by a UK Law Enforcement AgencyCandidates must be able to explain how legislation such as but not limited to CPIA or IPA 2016 impact or are used to acquire, create, manage and disseminate Intelligence lawfully.Experience in data visualisation and analysis methodologiesAble to demonstrate and explain different ways using a range of tools such as MS Excel or i2 Analyst Notebook to visualise and analyse data. As part of this will have an understanding of how to visualise the strength of Intelligence (confirmed, unconfirmed, hypothesis).Skilled in using a range of data sets to create meaningful intelligence Candidates will be able to demonstrate in how they used a range of data e.g. financial or communications data to create meaningful Intelligence that has enabled an operational outcome to be achievedExcellent communication skillsAble to explain complex and or difficult concepts or ideas to individuals with no knowledge of the topic and enable these individuals to understand and utilise these ideas or concepts. This would be through both verbal communication and written communication

New entrants to the NCA receive 26 days annual leave, rising to 31 on completion of 5 years continuous service, plus 8 bank holidays.

The format of this assessment will be a Presentation and Interview which will be tested on via the details listed below.

Successful candidates from sift will be asked to prepare a 10 minute presentation to assess Technical 2: Ability to confidently adapt communication styles to connect with a range of audiences.

This presentation will form part of the interview stage.
