Senior Performance Officer – Quality and Assurance

Make a difference in the lives of babies, children and families across Lincolnshire.

We are looking for an experienced and passionate Senior Performance [Programme] Officer – Quality and Assurance to play a leading role in the delivery of Lincolnshire's Best Start Family Hubs and Healthy Babies Programme. This is an exciting opportunity to shape services that support families from pregnancy through the early years, helping ensure every child has the best possible start in life.

Working across Lincolnshire's network of 47 Family Hubs and Children's Centres, you will lead on quality assurance, governance, workforce development, and service improvement. A key focus of the role will be driving the delivery of the Best Start in Life and Healthy Babies minimum expectations, ensuring programme requirements, funded workstreams, and national standards are consistently met and evidenced across the county.

You will coordinate improvement plans, monitor progress against key priorities, facilitate working groups, and support robust governance and reporting arrangements. Working collaboratively with Locality Leads, Children's Centre and Best Start Family Hub teams, Health Visiting, Midwifery, Public Health and a range of partner organisations, you will help create a consistent, high-quality offer for families wherever they access support.

The role will also contribute to workforce development activity across the Family Hub network, ensuring staff and partners have the confidence, knowledge, and skills to have effective conversations with families and connect them to the right services at the right time. Alongside this, you will drive quality assurance processes that promote welcoming, accessible environments, showcase the support available to families, and ensure continuous improvement across all Best Start Family Hubs and Children's Centres.

About You

We are seeking a confident and influential professional with experience in quality assurance, service improvement, performance management, or programme delivery. You will have excellent project management, progress tracking and reporting, communication and partnership-working skills. You will be comfortable holding partners to account, and have a strong understanding of wider services that impact good quality early years, family support, and safeguarding.

Most importantly, you will be passionate about improving outcomes for babies, children, and families, bringing the drive, innovation, and leadership needed to make a lasting impact across Lincolnshire.

We would welcome secondments with Service/ line manager agreement.

You will be given a nominated contractual work base and you will be required to commute to this work base when necessary.
