Job summary
The Knowledge and Library Services (KLS) team provides library and knowledge management (KM) expertise to support research and development, evidence-informed practice, management and business services, with the overall aim of facilitating the translation of knowledge into practice.
We require an individual to support the Head of Knowledge and Evidence Services and Senior Knowledge Management and Mobilisation Lead in the development and implementation of knowledge management and knowledge mobilisation principles into UKHSA activities in support of the UKHSA Science Strategy. Effective KM stops us reinventing wheels, helps to retain critical know-how, counters the effects of silo working and drives innovation.
You will be based in the Knowledge and Library Services team, working alongside colleagues specialising in Knowledge Management, Knowledge and Evidence, Evidence Review and the Research Support and Governance Office. You will be expected to provide strategic guidance and advice on knowledge management within UKHSA, developing an internal network of individuals working in this area, and collaborate and support individuals and communities across the Agency. Your role in the KM Team is to promote a culture and habit of knowledge-sharing across UKHSA.
Job description
You will provide and signpost to a range of resources, tools and expertise that help us all to seek, share and use knowledge. You will support, promote and advise on ways to improve communication, sharing and learning from others and to build connections and networks. You will connect with others across UKHSA to support the use of knowledge management tools and techniques, and knowledge mobilisation activities to drive research into policy and practice. You will run training and deliver presentations on KM tools and principles, facilitate KM events, and support others to run events. You will develop in-house resources, such as templates and guidance.
The Knowledge Management (KM) team will support the Head of Knowledge and Evidence Services to embed knowledge management and knowledge mobilisation principles into UKHSA activities in support of the UKHSA Science Strategy.
Strategic Approach
- Contribute to the development of UKHSA’s Knowledge Management programme, reporting to the Senior Knowledge Management and Mobilisation Lead.
- Contribute to the development and management of UKHSA KM policies and guidance and ensure access to specialist resources.
- Support the team’s provision of strategic leadership for KM across UKHSA to ensure that principles and practice of knowledge sharing are embedded within key functions and initiatives.
- Help define project objectives, plans and actions, coordinate work and progress reports, and highlight areas of concern to the Senior Knowledge Management and Mobilisation Lead.
Subject specialist services
- Provide KM interventions in line with UKHSA KLS/KM policies and procedures.
- Provide KM subject expertise for continuous improvement and collaboration within the Agency, supporting local priority programmes and topics.
- Research and validate KM solutions and interventions for use across UKHSA.
- Collaborate with colleagues to develop and deliver UKHSA-wide KM services and training.
- Contribute to and develop the KM Advocates community of practice.
- Conduct knowledge audits and assess user requirements.
- Promote and socialise a set of KM principles and tools that enable individuals and teams to routinely seek, share, use and create knowledge in the flow of work.
- Support the development of a SharePoint Site to provide user-friendly access to tried and tested tools, techniques and guidance within the KM Toolbox.
- Engage with teams to increase the understanding and application of KM approaches across UKHSA.
- Work with the KLS team to identify relevant knowledge retention models and benchmarks.
- Contribute to development and socialisation of the UKHSA KM maturity model to enable teams to map current KM practice and target areas for improvement.
- Provide KM support and consultancy to enhance UKHSA’s capacity to capture, share and build on knowledge from experience.
- Support the local dissemination and tailoring of UKHSA KM updates and current awareness bulletins.
- Facilitate KM interventions (eg Coffee Connects) and support others to facilitate KM interventions across the Agency.
- Build relationships and liaise with KM stakeholders and networks (internal and external) to share ideas on service improvement and coordinate activities.
- Advise UKHSA teams, departments and projects working on knowledge-related workstreams (e.g. Learning and Development, Quality Improvement, Lessons Learned).
- Enable UKHSA staff to learn before, during and after actions, encouraging learning and improvement through embedding the use of KM tools and techniques, including After Action Reviews.

This includes but is not limited to: Knowledge and Library Services; Information and Records Management; Quality Improvement; Department of Health and Social Care; NHS Knowledge and Library Services.

Person specification
Essential Criteria
- Demonstrable relevant experience in knowledge management or information science in a professional role
- Experience of using health care or scientific resources on a variety of platforms, including excellent information retrieval skills
- Experience of implementing knowledge management solutions
- Experience of working across multiple sites, and of matrix and team working
- Excellent verbal and written communication skills
- Able to travel to UKHSA/wider system locations
- An understanding of, and commitment to, equality of opportunity and good working relationships
- A postgraduate qualification in a KIM (Knowledge and Information Management) related discipline such as knowledge management, records management, library and information studies, information rights, information science or information management, including those which have been accredited by CILIP or ARA , OR significant equivalent level of experience of working in this area.
Desirable Criteria
- Practical knowledge or proven experience of programme/project management practices, tools and specialised techniques, including design, set-up and implementation of processes and procedures for large and/or complex projects
- Knowledge of quality improvement methods and applications
- Chartered Member of CILIP: the library and information association

Location
This role is being offered as hybrid working based at any of our Core HQs. We offer great flexible working opportunities at UKHSA and operate using a hybrid working model where business needs allow. This provides us with greater flexibility about how and where we work, to get the best from our workforce. As a hybrid worker, you will be expected to spend a minimum of 60% of your contractual working hours (approximately 3 days a week pro rata, (averaged over a month) working at one of UKHSA's core HQs (Birmingham, Leeds, Liverpool, and London).
Our core HQ offices are modern and newly refurbished with excellent city centre transport links and benefit from co-location with other government departments such as the Department for Health and Social Care (DHSC).

Salary Information
If you are successful at interview, and are moving from another government department, NHS, or Local Authority, the relevant starting salary principles for level transfers or promotions will apply. Otherwise, roles are offered at the pay scale minimum for the grade, but in exceptional circumstances there may be flexibility if you are able to demonstrate you are already in receipt of an existing, higher salary. Pay increases are through the relevant annual pay award for the role and terms.
