We have an exciting opportunity for a Lead Data Governance Manager to join the Chief Data Office (CDO) Leadership Team at a critical stage in DWP’s transformation into a data-driven organisation.

Data is one of DWP’s most important strategic assets. It underpins decision-making, service delivery, innovation and our ability to improve outcomes for citizens. The Chief Data Office leads the department’s Data Strategy and Data Governance Framework, providing the policies, standards, advice and guardrails that enable data to be used ethically, legally and effectively across DWP.

You will lead a multidisciplinary team responsible for delivering and evolving key governance products and services and driving greater adoption of data governance practices across DWP. We are looking for a collaborative leader who enjoys working as part of a wider leadership team, can adapt to changing priorities in a fast-moving environment and is passionate about finding new and better ways to solve problems. The Chief Data Office is evolving its approach to data governance, focussing on user needs, iterative improvement and delivering practical products and services that provide measurable value across DWP.

This role offers a unique opportunity to shape how data governance operates within one of the largest government departments, influence senior leaders across DWP and help create the conditions for trust in data that enable the department to maximise the value of its data assets for the benefit of citizens.

Job description

The Lead Data Governance Manager is a senior leadership role within the Chief Data Office. As a member of the CDO Leadership Team, you will provide strategic direction for data governance across DWP and lead the development and delivery of the products, services, policies and frameworks that support the department’s Data Strategy.

You will play a key role in ensuring data is governed effectively, ethically, legally and in a way that builds public trust. Working collaboratively across DWP, Digital and Data and wider government, you will develop strong partnerships that enable effective data decision-making.

As the Chief Data Office continues its transition towards a product-led operating model, you will help shape how data governance products and services are designed, delivered and continuously improved. You will be comfortable responding to changing business needs and priorities, encouraging experimentation and innovation and fostering a culture of collaboration, learning and continuous improvement across your teams.

Specific data governance responsibilities will change over time. Typical responsibilities include:

  • Provide strategic leadership for the Data Governance function as part of the Chief Data Office leadership team.
  • Sponsor and oversee the delivery of key data governance products and services, ensuring they are user-centred, scalable, continually improved and responsive to changing departmental priorities.
  • Lead engagement with senior leaders, business areas and delivery teams to understand governance needs and ensure governance solutions enable, rather than inhibit, the effective use of data.
  • Provide expert advice to senior stakeholders on data governance, such as data ethics, data quality, data maturity or data sharing.
  • Establish mechanisms to monitor compliance, evaluate effectiveness and report on progress against governance objectives and strategic outcomes.
  • Lead and support organisational change activities that strengthen DWP's data culture, encourage innovation and continuous improvement and reinforce the treatment of data as a strategic asset.
  • Build productive relationships with key stakeholders across DWP, government and the wider data community, influencing strategic decision-making and driving collaboration.
  • Develop and nurture a high-performing, inclusive team, creating an environment where people can learn, develop and thrive.
  • Produce high-quality briefings, reports and recommendations for the Digital and Data Board, Executive Team and other senior governance forums.

Hybrid Working

This role may be suitable for hybrid working, which is where an employee works part of the week in their DWP office and part of the week from home. This is a voluntary, non-contractual arrangement and your office will be your contractual place of work.

If a hybrid working arrangement is suitable for the role and for you, you will normally be required to spend a minimum of 60% of your contracted working hours from your DWP office.

Salary Information

New entrants to the Civil Service will join on band minimum.

Existing Civil Servants who secure a new role on lateral transfer will maintain their current substantive salary.

Existing Civil Servants who gain promotion will move to the bottom of the grade pay scale or receive a 10% increase applied to their current substantive salary, whichever is greater.

Any temporary allowances that you are currently in receipt of will not form part of the calculation to determine your pay. Any allowances that are in payment will cease when you move into your new role.

Selection process details

Stage 1: Application

Your application will consist of five parts:

1. A Personal Details application form.

2. Civil Service Work Strengths test.

After submission of the first stage of your application, you will be invited to complete the civil service judgement test. If you successfully pass the test, you will be invited to complete the final stages of the application.

Please complete the online test as soon as possible (within 24-48 hours is recommended). The closing date for a fully completed application is 25 October 2026, 23:55. Please allow sufficient time to complete the online test and your full written application before the deadline. If you fail to complete the online test and full written application before the deadline your application will be withdrawn. Guidance for the test will be available when you are invited to take the test. The test is administered online and accessed via the CS Jobs website.

You will be directed to the Talogy - True Talent – Scheduled Maintenance Window Webpage for online tests during an outage.

Our online test supplier will be performing scheduled maintenance between 4pm and 7pm on 11th October 2026 and 12pm and 1pm on 25th October 2026. You will be unable to access tests during this period.

If you are in the middle of a test when the maintenance begins, your progress will be paused. You will be able to resume your test from where you left off via your application centre once the downtime has ended. Please note that you will not be able to launch any new tests while the system is offline.

Following successful completion of the test, you will then be asked to complete:

3. Employment history - this should contain your work experience and any skills, qualifications and accomplishments relevant to the jobs you have completed.

4. Personal statement - up to 1000 words. This statement should be used to provide examples of how you meet the essential criteria below:

  • Experience of balancing the value of data as a strategic asset with legal, ethical, security and privacy considerations, providing advice and guidance that enables data to be used responsibly and effectively.
  • Experience of identifying and managing strategic risks and complex issues, balancing competing priorities and stakeholder needs to deliver practical, sustainable solutions.
  • Experience of developing and delivering strategic change, translating organisational objectives into effective products, services, governance frameworks or operating practices that deliver measurable business outcomes.
  • Experience of leading people and delivery in a changing organisational landscape, maintaining focus and momentum through periods of uncertainty.
  • Experience of influencing senior stakeholders and building effective partnerships across organisational boundaries, using clear and persuasive communication to establish common purpose, secure commitment and overcome barriers to delivery.

5. Technical statement (up to 250 words). The following statement is aligned to the required technical skill of Data Governance (Expert). This statement should be used to provide example(s) of how you meet the criterion below:

  • Demonstrate your experience of establishing, implementing and leading data governance frameworks, policies, standards and controls within a large and complex organisation, driving adoption and embedding effective governance practices that deliver organisational outcomes.

Ensure that all examples provided in your statements are taken directly from your own experience and that you describe the examples in your own words. If you choose to use gen-AI to support your statements, you must follow the guidelines outlined in the Artificial intelligence and recruitment guide.

The sift panel will use the information in your employment history, personal statement, and technical statement to assess your experience, skills and knowledge.

An initial sift will be conducted using the technical statement. Candidates who pass the initial sift will be progressed to a full sift.

Stage 2: Interview

If you’re successful at the sift stage, you’ll be invited to a video interview via Microsoft Teams. During the interview, you’ll be assessed against the experience criteria listed under both the essential criteria and technical skill.

You will be asked to deliver a 5-minute presentation on the following topic:

  • Data governance is often viewed as a compliance activity rather than an enabler of organisational outcomes. Drawing on your own experience, describe how you have implemented data governance arrangements, the challenges you encountered, how you secured adoption, and the impact achieved.
Visual aids may be used to support your presentation if you wish; however, they are optional.

Interviews will take place from mid to late November 2026. Interview dates to be confirmed.
