Job Title: Lead Enterprise Delivery Manage

Location:London / National Successful applicants will be expected to be office based 3 days per week in any HMCTS Office (subject to business availability).

Important salary details:

New recruits to the Civil Service joining MoJ are expected to join at the band minimum.

Existing Civil Servants applying on promotion, will usually be appointed on the salary minimum of the new pay band, or receive an increase of 10 percent on the current base salary, whichever is higher (This is restricted to the pay maximum of the new band).

Government Digital and Data (GDD) Profession Capability Framework and Success Profiles Frameworks. Using GDDT we will then determine if you will be paid an additional allowance, on top of your basic salary. This role is within the Product and delivery roles Job Family and is a Delivery Manager job role, at Senior Delivery Manager level, but carries the title Lead Enterprise Delivery Manager in DTS.

Job Description:

As a Lead Enterprise Delivery Manager, you will act as an agile leader, bringing experience of working with senior leaders, stakeholders and third parties to drive agile transformations at an organisational level. You’ll play a key role within digital leadership teams, helping to shape cultural and procedural change while embedding agile approaches and ways of working.

With a strong background as a Scrum Master, Agile Coach or in a similar role, you will be focused on delivery while supporting the creation of self-organising, high-performing teams. Your experience should demonstrate a proven ability to drive agile delivery and transformation through a solid coaching approach.

In this role, you will deliver end-to-end projects, taking ownership of service delivery for a significant function or product. You’ll work closely with cross-functional product teams to build and deliver clear, outcome-focused roadmaps.

You will also be responsible for building and sustaining effective teams - ensuring they are motivated, collaborative and performing at their best. You’ll identify obstacles to delivery and support teams in overcoming challenges, while maintaining a strong focus on priorities and encouraging continuous improvement in team performance and ways of working.

With a strong digital delivery background, you’ll thrive in a delivery-focused, agile environment, working with multidisciplinary teams. You will be accountable for the successful delivery of complex, high-risk products and services, acting as a key point of escalation when needed.

You’ll bring excellent interpersonal and communication skills, with the ability to engage and influence senior stakeholders effectively. With experience spanning a range of products and services across the full delivery lifecycle, you will take on broad responsibility and accountability, ensuring successful outcomes at every stage.

Key Responsibilities:

Your key responsibilities will include but are not limited to:

  • Leading by example, demonstrating the right behaviours and fostering a culture where constructive challenge is encouraged, while confidently managing conflict and complex team dynamics across internal and external stakeholders.
  • Owning and developing strong relationships with technical teams, Product Owners, senior stakeholders, management and third-party suppliers, using appropriate governance to ensure alignment and effective delivery.
  • Taking responsibility for creating, iterating and maintaining business cases for complex projects, coordinating activity across stakeholder groups and ensuring alignment to strategic priorities throughout the full product lifecycle.
  • Driving a data-led approach to delivery by developing meaningful metrics and supporting Product Performance dashboards that provide accurate, timely and actionable insight, enabling informed decision-making, continuous improvement and clear performance visibility across services.
  • Collaborating closely with data analysts, Power BI developers and product teams to ensure dashboards are user-centred, scalable and aligned to business needs, while embedding data-driven decision making into team practices.
  • Identifying, applying and adapting the most appropriate Agile and Lean delivery approaches, helping teams to visualise outcomes, prioritise effectively, deliver against MVP principles and continuously improve ways of working.
  • Bridging the gap between technical and non-technical stakeholders by understanding needs, translating requirements and communicating clearly and effectively in both proactive and reactive situations.
  • Taking a whole lifecycle perspective, ensuring the right people, processes and deliverables are in place at each stage, and working collaboratively with wider delivery functions to achieve successful outcomes.
  • Influencing and managing stakeholder relationships to facilitate delivery of business outcomes, while applying a strong digital understanding to identify opportunities, including solutions for assisted digital needs.
  • Managing commercial relationships with suppliers, working with key stakeholders to negotiate effectively and ensure value for money from contracts and delivery partners.
  • Taking accountability for delivery outcomes, drawing on your experience in large, complex digital environments to set direction, make decisions on methodology, coach teams and provide expert guidance to senior stakeholders.
  • Demonstrating resilience and sound judgement in complex situations, using creative problem-solving, risk evaluation and strategic thinking to resolve challenges, deliver at pace and balance day-to-day priorities with longer-term objectives.

Skills & Experience:

  • You are resilient and are used to dealing with difficult and complex situations.
  • You have experience of managing potential conflict to resolution, being aware of individual needs.
  • You regularly use creative thinking to develop possible courses of action.
  • You evaluate risks and make judgements on the most appropriate solutions.
  • You have experience of problem solving and working with others to deliver at pace.
  • You are able to act independently on day-to-day issues and take a strategic view on operational or policy areas.

Essential Criteria:

  • Previous experience of working in a large digital organisation, or demonstrable understanding of how large digital organisations operate in the context of this role.
  • Have been accountable for the successful delivery of a project or workstream.
  • Ability and experience driving agile delivery and transformations through a solid coaching background.
  • Prior team management experience, having operated as a team leader managing and supporting the work of junior grades.
  • Experience of developing and/or implementing performance frameworks to drive delivery outcomes and continuous improvement.
  • Ability to work with technical and business stakeholders to drive out needs and interpret between them.
  • The capability to be responsible for deciding direction and methodology.
  • Excellent facilitation and stakeholder engagement skills.
  • Experience using your knowledge to provide expert advice to more senior grades.

This role will be recruited using a combination of Government Digital and Data (GDD) Profession Capability Framework and Success Profiles Frameworks during the sift and interview process.

We will aim to sift all criteria but, in the event of a large number of applicants, an initial short sift may be conducted on the technical question at application stage. Candidates who pass the initial sift of the technical question will either:

  • ⁠progress to a full sift where all application assessment criteria is then assessed.
  • or progress straight to further interview.

Travel requirements

You will be required to undertake occasional travel to other HMCTS sites in line with business needs

Reserve List:

HMCTS run a Reserve List, where candidates who are unsuccessful at interview by only a few points, can be offered other roles, at the same band, for up to 12 months. You will be able to view your status via the application screen. If you have been added to the Reserve List, your status will show either Merit or Reserve list.
