About the Role

The Liverpool City Region Combined Authority is investing in the future of transport—and the Lead Officer - Transport Development will be central to shaping that future.

Reporting to the Head of Network Development, this strategic role leads our Transport Development Team and works with sponsors, to develop, fund and appraise projects in line with HM Treasury’s Green Book, Department for Transport’s WebTAG appraisal methodology and the SIF Assurance Framework. You will aim to fund projects through Transport for City Regions (TCR) funding that are affordable, deliverable and value for money through shaping and reviewing of project business cases.

Key responsibilities include developing partnerships, projects and programmes to implement the Combined Authority’s transport capital pipeline as part of a wider drive to support the economy of the city region.

The Lead Officer - Transport Development will work across internal teams and external partners to deliver joined-up solutions and represent the region in national forums. The role includes oversight of feasibility assessments, stakeholder engagement, and governance reporting.


About the person

You will bring a strategic, multi-modal perspective to transport planning—grounded in technical insight and shaped by a clear understanding of regional, national, and international connectivity.

You’re confident leading initiatives that span freight, passenger transport, and infrastructure optimisation. You understand the critical role of rail freight in supporting economic growth and environmental goals, and you’re ready to champion new schemes that improve access to the Port of Liverpool and unlock wider logistics potential.

You understand the importance of working with senior stakeholders in constituent local authorities and other partners in the city region to identify shared priorities and objectives for collective action. You plan and prioritise delivery of identified activities, considering governance and partnership arrangements, human and financial resource needs and communication opportunities. Identifying challenges, bottlenecks and key risks to successful project development and delivery and put in place robust plans to overcome these with sponsors.

Analytically strong and politically astute, you can assess complex options, manage competing priorities, and present clear recommendations to senior stakeholders. You’re motivated by the opportunity to shape a transport network that is integrated, future-ready, and genuinely transformative.

  • •Proven experience in a similar role, of operating in a complex environment, preferably in local and/or central government or relevant body/agency.

  • •Demonstrable experience of working in partnership to develop transport programs and projects, including agreeing objectives, establish partnerships and developing budget.

  • •Strong analytical and programme leadership skills, with a track record of contributing to feasibility studies, capacity/utilisation assessments, and prioritisation of major transport investments.
