    We are looking for an experienced and skilled Learning and Development Officer to join our Corporate Learning and Development team.

    This is an exciting opportunity to work at a corporate level, shaping high quality learning solutions that support our workforce, managers, and Elected Members.You’ll play a key role in delivering learning that strengthens leadership capability, digital skills, and organisational priorities across the council.

    About the role

    You will be responsible for delivering and supporting a wide range of corporate learning and development activity, which will require you to:

    • Organise and manage a programme of corporate learning and development events
    • Facilitate engagingface‑to‑face, virtual, and blended learning sessionsfor diverse audiences
    • Design and develop high‑quality learning materials with clear objectives and evaluation methods
    • Work closely with stakeholders to identify learning needs and align solutions tocorporate priorities
    • Develop digital and blended learning modules using a range of tools and technologies
    • Use learner feedback and data to evaluate impact and drive continuous improvement
    • Ensure learning content remains current, consistent, and effective
    • Propose innovative learning approaches to enhance engagement and outcomes
    • Manage scheduling, resources, and learning records via the Learning Management System (LMS)


    The ideal candidate

    We’re looking for someone who is enthusiastic about learning and development and confident working across a large organisation.

    Essential experience and skills:

    • Strong knowledge of the full learning cycle, including needs analysis, design, delivery, and evaluation
    • Experience using Learning Management Systems (LMS)
    • Excellent facilitation and communication skills, both in person and online
    • Experience developing and delivering learning initiatives
    • Confidence working independently while contributing positively to a team
    • Experience of coaching, mentoring, or designing bespoke learning interventions
    • Strong interpersonal skills, with the ability to build effective relationships at all levels
    • A proactive approach to change and keeping up to date with learning and development best practice

    Desirable:

    • A relevant learning and development or training qualification
    • Experience designing or delivering digital or blended learning solutions
    • Experience working in a large or complex organisation
    • A recognised First Aid training qualification, or willingness to work towards one

    Hybrid Working - Minimum of 2 days in the office, however, there may be a requirement to work up to 5 depending on the business and delivery needs.
