Job description
This role will manage OEA Ground Fuel operations and ensure OEA compliance as the Safety Lead.
As the OEA safety focal point, the post will be the organisation’s Subject Matter Expert on safety compliance and guidance across the Ground, Air and Maritime fuel replenishment domains. The role will be responsible for maintaining associated safety related documentation, including the OEA Safety and Environmental Management System (SEMS) and the Safety and Environmental Management Plan (SEMP), engaging routinely with external regulators including the Defence Maritime Regulator (DMR), the Military Aviation Authority (MAA) and the Defence Land Safety Regulator (DLSR).
As the Ground Fuels operations manager, the post will also lead a team of approximately 45 civil servants (including the West Moors Head of Establishment team and the Petroleum Depot operations team) in the delivery of ground fuels and oils, lubricants and associated products (OLAP) to UK Armed Forces, as set out in Service Level Agreements, as well as the management of associated fuel contracts, working with key stakeholders to plan and implement future fuel requirements

Responsibilities of the role include, but are not limited to:
- As the Health, Safety and Environmental protection (HS&EP) Focal Point, coordinate all OEA HS&EP activities to ensure organisational compliance across the ground, air and maritime operating domains.
- Responsible for HS&EP management of ground fuels activity at WMPD, and tasks as set out in the OEA Safety and Environmental Management System (SEMS).
- Manage the West Moors Petroleum Depot (WMPD), liaising with and connecting stakeholders including customers, suppliers and internal teams on specific issues and implementing solutions that maximise service delivery to meet the requirements agreed in the Service Level Agreements (SLAs).
- Provide management oversight and assistance to the West Moors Petroleum Depot team, including the Head of Establishment and Depot Operations lead.
- Lead on engagement with the wider NAD organisation across the various support pillars to ensure WMPD requirements are understood, funded and prioritised appropriately, including capture of any associated operating safety and security risks.
- Monitor the performance of Ground Fuel suppliers in terms of the quality, timeliness and reliability of goods and/or services to ensure agreed contractual obligations are met.
- Manage WMPD resources, monitoring actual spend and updating forecasts accordingly to ensure the integrated support meets customer requirements fully within the agreed budget.
- Engage routinely with all external safety regulators, ensuring the OEA is fully compliant with mandated HS&EP governance and reporting requirements.
Essential
- Experience working in a delivery environment at an operational level within one of the associated disciplines (PM, SCM, Eng, TTLS, Commercial) within a large, complex organisation.
- Experience of managing commercial relationships, delivery arrangements and budgets including the approval process to provide the outcomes required.
Desirable
- Education to degree level or equivalent professional qualification or experience.
- OSH Safely for MOD Senior Executives/ IOSH Leading Safely, System Safety in Action Online (SSIAOL), Introduction to Environmental Protection in Defence (IEPD).

Where business needs allow, some roles may be suitable for a combination of office and working from home as part of a non-contractual hybrid working arrangement. All office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to site capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD workplace, will also count towards this level of office attendance.
