Job Description
OverviewThe London Borough of Harrow is seeking a strategic and visionary Manager to lead the Harrow Safeguarding Adults Board (HSAB) on a secondment/fixed-term basis to provide maternity cover. This pivotal role ensures our statutory partnership arrangements remain exemplary in safeguarding adults and promoting their welfare across the borough. As the driving force behind our mission during this period, you will ensure the Board continues to fulfill its legal obligations under national legislation while steering the delivery of our ambitious aims, objectives, and workplans.
As Manager, you will serve as a bridge between partner agencies, providing the expert oversight and technical analysis necessary to maintain a robust safeguarding culture. You will lead strategy development, commissioning, and research initiatives that align with national statutory guidance. Your responsibilities include managing a complex portfolio of projects, overseeing everything from initial scoping to public consultations and final reviews. You will act as a key liaison for public and professional stakeholders, ensuring diverse voices inform our safeguarding practices.
Furthermore, you will provide inspiring line management to HSAB staff, fostering a culture of excellence and continuous professional development. The successful candidate will be a safeguarding professional with a deep understanding of the legislative landscape and a proven track record in partnership working. About You
The successful candidate will have:
- Knowledge and understanding of both the purpose and challenges of partnership working.
- Knowledge and understanding of adult safeguarding legislation, national and local policy and statutory guidance.
- Knowledge and understanding of multi- agency safeguarding practice from a variety of agency perspectives.
- Knowledge and understanding of the process for carrying out safeguarding adult reviews.
- A high standard of written and verbal communication.
- Excellent organisational skills demonstrating the ability to work under pressure and to tight timescales.
- Excellent analytical skils.
- Experience of supporting partnerships to achieve their aims and objectives.
- Experience of producing high quality reports within short timeframes.
- Experience of presenting information to groups, to a high standard using a variety of mediums.
This post will require a satisfactory enhanced DBS.

Salary range
- £51,735 - £54,843 per year
