Job summary

We are looking for a Manager – Portfolio Support to join the Enterprise Portfolio Management Office (EPMO) on a fixed term contract until 31 March 2027. This role will play a critical part in supporting the successful delivery of the Integrated Change Programme (ICP), the largest initiative within Homes England’s wider strategic change portfolio.

Working within a large Programme PMO team, you will help ensure the effective governance, coordination and control of a high-profile transformation programme designed to strengthen organisational capability and support delivery of the Agency’s ambitious housing and regeneration objectives.

Job description

As Manager – Portfolio Support, you will provide comprehensive programme management office support to a complex and strategically important change programme. You will contribute to the smooth and efficient operation of the programme by supporting governance processes, maintaining accurate reporting, and ensuring appropriate financial and resource controls are in place.

You will be responsible for tracking programme resourcing requirements and supporting end-to-end recruitment activity, managing purchase orders, and assisting with financial forecasting, accruals, cost tracking and variance analysis. You will support the production of timely and accurate reporting for project and programme boards, ensuring information is clear, reliable and fit for purpose.

The role also involves maintaining structured and accessible documentation, overseeing version control and SharePoint content, and ensuring appropriate information governance standards are met. You will build strong working relationships with key stakeholders and act as a central point of contact for the team, supporting effective communication and collaborative working across the programme.

Working closely with senior stakeholders and delivery colleagues, you will help embed best practice approaches, contribute to continuous improvement activity, and ensure governance standards are consistently applied.

Person specification

You will have experience working within a project or programme management office environment, ideally supporting large-scale change or transformation initiatives. You will be confident operating in a fast-paced and evolving environment, managing competing priorities while maintaining high levels of accuracy and attention to detail.

You will have experience supporting financial processes, including forecasting, cost tracking and variance analysis, and be comfortable producing reporting for senior stakeholders and governance boards. Strong organisational skills and the ability to maintain structured documentation and information management processes are essential.

You will be a resilient and collaborative professional, able to build constructive relationships with stakeholders at all levels. You will demonstrate sound judgement, commercial awareness and the ability to influence and negotiate effectively. Above all, you will take pride in contributing to a high-performing, inclusive team committed to delivering meaningful organisational change.
