Job description
Role Overview
This is an exciting opportunity for existing talented people with property valuation experience to develop or deepen Council Tax mass appraisal and valuation modelling capability. You will learn the necessary skills, use of digital tools and data to employ the latest valuation techniques, including mass appraisal and automated valuation modelling.
You will be involved in the exciting new Mass Appraisal Investigation Project aimed at developing the department’s capability to utilise modern mass methods of valuation and appraisal to support policy decision making at national government level. You could also be working on the new plans announced by the Welsh Government for an ambitious package of Council Tax reforms and a Welsh Council Tax Revaluation in 2028.
This role will provide sustained capability for the department in a more analytical approach to mass appraisal and the provision of policy advice to government. The team will certainly be at the forefront of the delivery of any major policy reform in Council Tax. Over time we will also look to support other activities where market insight and modelling may assist.
The role will work alongside Mass Appraisal Surveyors and analysts supporting model development, data improvement and identifying properties and areas for further investigation.

Key responsibilities
The Mass Appraisal Caseworks will work alongside analysts and Mass Appraisal Surveyors supporting model development, data improvement and identifying properties and areas for further investigation.
The role of a Mass Appraisal Valuer can include:
- As part of a multi-skilled team, work with analysts in a range of areas, exchanging ideas and insight and establish a common understanding. This can include analysis of property sale data and checking the accuracy of our property attribute data.
- Review and test new and existing guidance and training material, and support and upskill other colleagues by completing quality assurance checks, providing feedback and holding training/overview sessions.
- Under the direction of the Mass Appraisal Surveyor, undertake investigative work in the property market resulting from modelling outputs and helping to identify anomalies in either property data or valuation accuracy.
- Provide market and valuation insight and support to analysts working on the Automated Valuation Model (AVM) development and Banding tool by undertaking a period of testing and providing feedback.
- Identify opportunities for data improvement as well as constraints and the difficulties with successfully collecting sufficient data.
- Be able to assess large volumes of (mass appraisal) domestic valuations and support the establishment of new approaches to large scale.
- Researching different locations to produce and update market knowledge reports.
- Value and apply Council Tax bands to domestic properties, including specialist classes.
- You will be working with colleagues from a range of analytical, non-analytical, valuation and non-valuation backgrounds in the Information Data and Analysis Directorate and the wider HMRC VO, as well as occasionally with other Government departments.
- You will be expected to travel occasionally to other office locations, site inspections of properties and location visits, where necessary.

We are looking for candidates who have a great interest in the property sector and who are looking for an exciting role to further deepen their property knowledge. The successful candidate must be self-motivated and thrives working in a fast pasted environment. You will have excellent attention to detail and can use research and analytical skills in order to make sound decisions across all areas of work.
Essential Requirements
- Excellent knowledge of domestic property market valuation and influences and have previous experience in valuing domestic properties.
- An analytical mind and willingness to embrace mass valuation techniques and a mathematical approach to valuing properties.
- The ability to communicate effectively and confidently with a range of customers, colleagues and key stakeholders, both verbally and in writing.
- An ability to work at pace both independently and collaboratively as part of a team are essential.
- Good organisational skills to adapt flexibility and embrace changing business needs when met with conflicting priorities.
- Willingness to train colleagues and using constructive feedback to provide support, motivate and improve performance.
- Occasional travel to other offices across England & Wales will be required, which may include overnight stays.
- Undertake occasional site inspections of properties, and location visits, where necessary. A full UK driving licence will be required.
