Brentwood Borough Council and Rochford District Council work in partnership and this role is to provide support to both organisations on s.106 negotiations and monitoring, including the Community Infrastructure Levy and its identified funded community projects for Brentwood Borough Council.

About the role:

The successful candidate will play a pivotal role in managing and administering the governance of Community Infrastructure Levy (CIL) receipts and Section 106 (S106) obligations and funds. This is an exciting opportunity to join a dynamic team, ensuring compliance with legislation while delivering tangible benefits to the community.

You will support the delivery of policy, expenditure and governance processes for CIL receipts and strategic S106 funds. You will provide advice to developers, councillors, council officers, and third-party providers on CIL and S106 monitoring matters.

As our CIL and S106 Officer, you will be part of the Strategic Planning team, working across both Councils.

Key responsibilities:

  • Manage, maintain and update databases and systems for tracking CIL and s106 agreements
  • Monitor compliance with S.106 legal agreements through regular liaison with developers and case officers
  • Tracking of financial contributions and obligations and enforcement for non payment.
  • Prepare the CIL spending plan and ensure funds are spent in accordance with the Council’s governance arrangements
  • Prepare reports to senior leaders and members, including statutory reports (e.g., Infrastructure Funding Statements) on CIL and s106 income, expenditure, and project delivery.
  • Manage any appeals under the CIL Regulations
  • Support Freedom of Information (FOI) requests
  • Establish effective and professional relationships with stakeholders and partners
  • Provide CIL and s106 guidance to officers and developers
  • Deliver excellent customer service

We work in a hybrid way with office attendance varying between both Brentwood Borough and Rochford District Council, in addition to home working, and based on the needs of the service.

About the candidate:

We are looking for someone with experience in managing a system for monitoring financial figures, with a demonstrable understanding of s.106 agreements and Community Infrastructure Levy. A working knowledge of Exacom software would be an advantage.

A proven knowledge of the workings of local government and the wider public sector is a requirement. Experience of working in the planning system, in a political environment would be advantageous.

You must possess the ability to interpret legal agreements, legislation, and policies accurately and able to communicate these in a concise way. You will be articulate both in your verbal and written communications and able to form strong professional relationships with all stakeholders and partners.
