You'll be based at HMNB Portsmouth, one of the oldest and busiest naval bases in the world. It is home to the Royal Navy’s aircraft carriers (HMS Queen Elizabeth and HMS Prince of Wales) alongside destroyers, frigates, and specialist squadrons. As a vibrant hub of maritime power and innovation, Portsmouth sustains the Fleet and supports thousands of personnel.

Job description

The Royal Navy is seeking an Assistant King’s Harbour Master (Patrol) to play a crucial role in maintaining navigational safety and enforcing port regulations within the Dockyard Port of Portsmouth. In this role, you will conduct regular patrols, manage small boat operations, support safety and environmental management systems, and coordinate water-based events. The Assistant King’s Harbour Master (Patrol) (A.KHM(Patrol)) is responsible to the King’s Harbour Master (KHM), through the Deputy King’s Harbour Master (DKHM) for the delivery of the leisure and small craft elements of the Port Safety and Environmental Management System (SEMS) within the Dockyard Port of Portsmouth (DPP) and for conducting routine patrols of DPP waters. His/her duties will entail on water patrols, including occasional weekends and evenings and certain events, particularly in the summer months; assisting the Port Safety, Health and Environment Officer (PSHEO) in assessing leisure activity and maintaining the DPP events calendar; some administrative functions regarding the licensing and management of leisure activity.

This role requires regular onsite attendance (around 60% of the working week) to benefit from face-to-face collaboration, while offering flexibility of hours to support work life balance and business needs. During the initial period, you may be asked to attend more frequently to get familiar with the site, team, and responsibilities

What you'll be doing

•Act as Coxswain for the KHM patrol vessel, conducting regular enforcement patrols to uphold the Dockyard Port of Portsmouth Order and SEMS requirements.
•Manage the operation, maintenance, and certification of the KHM patrol vessel and its equipment to ensure seaworthiness and regulatory compliance.
•Coordinate the administration and distribution of personal watercraft licences and manage Notices to Mariners and Navigation Warnings in conjunction with the Port Conservancy Officer.
•Oversee the planning and management of water events within the Dockyard Port, supporting leisure and recreational activity assessments.

Person specification

To be successful with your application, you'll need to demonstrate that you have the following:

•Experience of marine operations in a port operational environment.
•Experience of using health, safety and environmental management systems.
•Experience of working in a regulatory role and assuring legislative requirements.
•Good written and oral communication skills and proven ability to conduct high standard work.
•Experience of working with a wide variety of, and effectively managing relationships with, external stakeholders.

It would be desirable for you to have:

• RYA Yachtmaster Coastal (Power) with commercial endorsement* or RYA Advanced Certificate of Competency with commercial endorsement* or higher master qualification.
• Experience of marine operations in a port operational environment.
• Experience of using health, safety and environmental management systems.
• MCA Approved Oil Spill Response Course (P2)*
• IDG Harbour Master Ports and Marine Facilities Safety Code 3 Day Workshop*

*Training will be provided to the successful candidate if required.

5 GCSE’s at grade 4/C or above, to include both maths and English
