Job summary
The Directorate Navy Acquisition (DNA) manages the Navy’s major acquisition programmes. DNA Programmes are grouped under one-star leadership (Royal Naval Officer Level 6 or Senior Civil Servant 1) according to the capability being delivered.
Future Support Acquisition (FSA) is a crucial component of DNA and is the Top Level Budget (TLB) Support Solution specialist responsible for the principal functions which shape and deliver the support acquisition portfolio.
Delivering these responsibilities, Deputy Director Future Support Acquisition (DD-FSA) is the Navy Command Subject Matter Expert (SME) and policy lead for Support Solutions. The Naval Support Integrated Global Network (NSIGN) is a major Defence programme transforming how the Royal Navy’s maritime support is delivered across Ships, Submarines and Naval Bases. The NSIGN Naval Base Project is a key component of this programme, focused on delivering modern, resilient and value for money support services that enable operational readiness at scale.
The Naval Base Project Team Leader will work within FSA as part of the Future Support and Enablers Programme Delivery team managing a project delivery team in the Submarine Delivery Agency.
This position is advertised at 37 hours per week.
Job description
Reporting to the Senior Responsible Owner (SRO) and accountable to the Submarine Delivery Agency Project Director, the NSIGN Naval Base Project Team Leader is responsible for managing and delivering the NSIGN Naval Base Project, including leading commercial engagement and negotiations with industry. The role is accountable for ensuring that project outcomes are delivered to time, cost and quality, and that they align with programme objectives, customer requirements and approved business cases.
The project interfaces closely with the NSIGN Programme Team, Navy Command requirement owners and other NSIGN project delivery agents. The post holder will work collaboratively across these interfaces to ensure that solutions are coherent, meet operational need and contribute effectively to the wider programme.
The role requires the post holder to build, lead and manage multidisciplinary teams, providing clear direction and oversight of project delivery within a complex and fast paced environment. This includes managing resources effectively, supporting team development and maintaining a strong focus on delivery and outcomes.
A core aspect of the role is coordinating a complex stakeholder network across multiple internal and external organisations. The Project Team Leader will manage dependencies and interfaces with rigour, working proactively to resolve issues, manage competing priorities and maintain alignment across organisational boundaries.
The post holder is responsible for maintaining effective project governance, including reporting progress, providing clear advice and recommendations, and escalating risks, issues and decisions through appropriate governance and approvals routes. This includes ensuring that approvals dependencies are understood and managed, and that assurance requirements are met in a timely and proportionate manner.
Key responsibilities include the day to day leadership and management of the project, maintaining effective project controls and governance; managing solution design activity to ensure delivery of requirements; leading benefits management activity, and overseeing Business Case development. This includes coordinating specialist inputs and managing associated assurance activity. The role also covers managing procurement activity, including supplier engagement and commercial negotiations, alongside effective stakeholder management and the active management of risks, issues and dependencies.
The role requires strong leadership, resilience and flexibility, with the ability to operate confidently in a complex delivery environment and adapt to changing priorities.
