Job summary

Team Plymouth is a partnership between Babcock, Royal Navy and Plymouth City Council working across the city with private sector partners, Ministry of Defence and National Government. It will deliver the workforce, infrastructure, and wider business ecosystem to drive inclusive sustainable long-term growth and deliver defence capability for the nation. The Team Plymouth Programme lead is responsible to the Team Plymouth Executive Board in delivery of its outcomes.

The Team Plymouth Programme Lead is a standalone position within HMNB Devonport and is accountable to Team Plymouth Senior Responsible Officer (SRO) (CEO SDA) and Naval Base Commander as DSRO for the leadership, management and delivery of the Team Plymouth Programme Mandate, its governance and reporting.

This position is advertised at 37 hours per week.

Job description

This role will be responsible for:

Developing the programme's alignment and cohesion to the strategic programme vision, providing clear leadership, liaison with key senior stakeholders, and securing sufficient resources to deliver the programme.

Driving the strategic direction and performance of the programme. It will evaluate challenges, develop, and implement innovative solutions, and collaborate with cross-functional teams to achieve programme objectives. This role influences decision-making processes, establishes collaborative relationships, and leads initiatives to ensure successful outcomes.

Acting as the key interface between the Team Plymouth Executive board, Programme Delivery Board and wider strategic partners in the Programme, ensuring alignment to the overall strategy.

The Programme Lead will build an integrated delivery team that work together to define, plan, monitor and deliver the programme effectively by:

  1. Developing and implementing plans that result in required outcomes for the programme that support regional growth and prosperity.
  2. Establishing and maintaining governance arrangements for the delivery of the programme, defining clear roles, responsibilities, and accountabilities.
  3. Ensuring that projects are accurately reported, risks are managed and communicated, progress is tracked and collaborate with stakeholders, to encourage engagement and the adoption of identified change.
  4. Ensuring that performance and risks are managed in line with statutory responsibilities and Team Plymouth objectives and outcomes.
  5. Working closely with subject matter experts to ensure their expertise contributes to the shaping of the Programme.
  6. Establishing and maintaining a network of individual and collective stakeholder relationships.
  7. Promoting equal opportunities with our communities and wider team through personal example, open commitment and clear action.
  8. Ensuring value for money services by listening and collaborating with public, private, voluntary sector partners and local residents, leading by example to achieve the most efficient project design and delivery.
  9. Chairing and providing strategic leadership to the Programme Delivery Board – agree agendas and forward work programme with the Programme Manager;
  10. Ensuring the Programme Board remains focused on delivering the benefits and outcomes set out in the Team Plymouth Programme Mandate and Business Case.
  11. Advocating the programme, ensuring the vision and outcomes are clearly understood by the Programme Board.
  12. Ensure strategic fit of projects within programme;
  13. Provide support to the Programme Manager to manage risks and resolve issues.

Person specification

Desirable:

Minimum UK Regulated Qualification Framework – Level 6 qualification preferably or Business-related subject or extensive experience of Business and/or Defence Portfolio or Programme Office leadership and management role.

Experience in collaboratively working with senior leaders to identify and manage dependencies and risk to deliver an organisational level outcome.

Desirable

Experience of working with local authorities and other government departments would be beneficial.

Memberships

Chartered membership CMI / APM (or equivalent).
