Job summary

The Force Generation (FGen) Business Unit provides the Royal Navy’s Scheduling Authority, In-Service Capability Management, an Intelligent Customer function and discharges legislative Duty Holding Responsibilities/Risk to Life management. The Director (Dir) FGen, as a 2* portfolio, includes 10x 1* areas and is approx. 40% of the Royal Navy in terms of workforce.

FGen contributes to achieving the Defence Tasks set out each year in the Defence Plan and key activity & deliverables set out in the annual Royal Navy Command Plan.

The FGen Command Group supports Director FGen in effective management of the 2* Business Area, through the provision of functions and services. The Command Group is made up of various disciplines, including the 2* Safety and Environmental Protection Management Lead whom coordinates SEMP and input to and actions from the Navy Safety and Environmental Board.

As the Health, Safety, and Environmental SO2, your primary responsibility will be to ensure the highest standards of compliance across Force Generation operations within the Royal Navy. You will be entrusted with safeguarding the well-being of personnel, preserving the environment, and maintaining operational efficiency through effective risk management and safety protocols.

The FGen SO2 HSEP Manager HEO’s support their chain of command as the directorates lead on all safety and environmental matters and cohere across all sites. This considers adherence to plan, risk identification and mitigation, in addition to emergency preparedness and business continuity assuring and governance of the Safety and Environmental Management Plan [SEMP].

As the SO2 HSEP Manager, you will support the SO1 Assurance, to enable them to, provide subject matter expertise to Director FGen, via the Deputy Chief of Staff (DCOS) / Directorate Environmental Safety Officer (DESO) on matters of functional occupational health, safety, and environmental protection (HS&EP), liaising with FGen Deputy Directors and their HSEP SME’s, as HS&EP focal point, to ensure coordination and coherence of HS&EP tasks and deliverables, support awareness and sharing of best practice and facilitate collaboration both across the directorate, wider Navy Command TLB and more broadly across the MOD and the Defence Enterprise. The role, and its teams, also supports DirFGen via Chief/Deputy Chief of Staff in producing dashboard managed information on HSE, Risk, Governance and Performance at various board meetings.

As a HSEP team, the role contributes to the planning, execution, delivery, and reporting of Level 2 assurance audits of 30+ entities with the directorate at locations across the UK.

Job description

This position is advertised at 37 hours per week.

1. Risk Management & Performance [Seeing the Big Picture & Managing a Quality Service].

(1) Lead on and maintain the FGEN Safety-Risk register for all 2* and 1* area top priorities.

(2) Lead the Performance Reporting of safety risks, engaging with HSEP Managers in 1* areas, in cohering and, coordinating HSEP tasks and projects across FGen 2* AoR, and reporting to SO1 Assurance in a routine battle rhythm.

(3) Overseeing the; (a) Risk Assessing and Mitigation activity: Identify potential hazards, conduct thorough risk assessments, and develop strategies to minimise and mitigate risks to personnel, equipment, and the environment, (b) cohering and progressing 1* Risks for both the 2* Quarter Performance Risk Review (QPRR) and the Performance Delivery.

Review Boards (PDR).

(4) Emergency Preparedness: By SO1 Assurance’s direction, develop and oversee emergency response plans, ensuring that personnel are well-prepared to respond effectively to emergencies and crises. Linking to Business Continuity Plans and Management.

(5) Support the Chain of Command in developing and maintaining the 2*Risk Management Directive (RMD).

2. SEMP (Safety and Environmental Management Plan) Research and Maintenance , [Managing a Quality Service & Communicating and Influencing].

(1) Support the DESO in developing and maintaining the SEMP of arrangements to meet the 2* obligations and cohere 1* input to produce the overarching Health, Safety and Environmental Protection (HSEP) Plan, organisational structure and arrangements for the Force Generation Directorate.

(2) Support the DESO via SO1 Assurance to develop and Implement HSE Policies:

Formulate, review, and implement comprehensive health, safety, and environmental policies and procedures tailored to the specific needs of the Royal Navy. Regularly assess and update these policies to align with changing regulations and best practices.

(3) On behalf of the SO1 Assurance, coordinate and secretary various FGen forums, in accordance with the SEMP and any higher level requirements.

(4) Support the SO1 Assurance to enable delivery at the Navy Safety and Environmental Working Group, which in turn supports the DCOS, as the FGen representative.

3. SMS (Safety Management Systems) & Auditing [Managing a Quality Service & Working Together]

(1) Compliance Oversight: Support the SO1 Assurance and DESO to ensure strict adherence to all relevant health, safety, and environmental regulations, codes of practice, and statutory requirements, including relevant UK laws and international conventions.

(2) Support the SO1 Assurance in; planning, preparation, and delivery of programmed 1LOD-L3 assurance audits, to scope and criteria, and including writing reports, on behalf of the DESO.

(3) Incident Investigation: Support the SO1 Assurance in investigations into accidents, near-misses, and environmental incidents, analysing root causes and recommending preventive measures to avoid future occurrences.

Note: Some of this will be delivered as part of a loaned resource in supporting the NCHQ 1* areas to perform compliance and audit activity, on behalf of the DESO.

4. Information (Managed and Fora) [Managing a Quality Service] (1) Data Analysis and Reporting: Collect, analyse, and report Risk and HSE performance data, presenting findings to the SO1 Assurance for products used to brief senior management and contributing to organisational decision-making. (2) On behalf of the SO1 Assurance, facilitate means of Information sharing and development of good practice across the directorate.

5. Net Zero Carbon and Environmental Protection [Seeing the Big Picture]

(1) Support the DESO to implement the Defences ambition of Net Zero Carbon or Greenings targets, overseeing and reporting on outstation activities. This is an embryonic and evolving discipline within the HSEP role and will see increase over time.

(2) Aid the SO1 Assurance to cohere the FGen compliance with Navy Command Net Zero Carbon (NZC) objectives and governance.

6. Demand Management and Resilience [Delivering at Pace]

(1) Lead own area of work responsibility using Agile SCRUM methodology, reporting to the SO1 Assurance.

(2) Where reasonable request by Chain of Command, provide related/transferable support to the wider Command Group or Portfolio.

(3) The role requires flexibility to undertake tasks across the team or wider delivery unit, including covering for absence, increased demand, or deputising for others, as needed and commensurate with the grade. This ensures continuity of service and supports organisational objectives.

Person specification

Qualification:
Desirable

  • NEBOSH General certificate or equivalent Level 3 in in Occupational Health and Safety
  • Level 3 General Certificate in Environmental Management.

Experience:

  • Desirable. Previous experience in delivering a safety or environmental protection role, including auditing, within a large organisation.
  • Desirable. Knowledge and experience of incident reporting systems and their application to produce HSEP management information.
  • Desirable. Understanding of key HSEP legislation, Defence Regulations and HSEP Policy.
  • Desirable. Membership of an appropriate HSEP institute or chartered body.

Technical:

  • Desirable. Maritime Auditor / Lead Auditor.
  • Desirable. Risk Management.
  • Desirable. HSEP 1.1 Management of HSEP in Defence – HSEP Experienced Practitioner
