Job summary

The Submarine Directorate’s vision is Generating a Submarine Flotilla with battle-winning capability and readiness where brilliant people provide our fighting edge, now and into the future. The Director of Submarines (DSM) is responsible for the delivery of safe, compliant and capable services which manage Duty of Care (DoC) and Risk to Life (RtL).

The DSM's portfolio includes Submarines, HMNB Clyde and Devonport, and delivery of key Programmes. The team working for DSM also looks forward to the integration of the new classes of submarines into the portfolio.

The understanding and application of Human Factors principles are integral to supporting efficient, safe and environmentally friendly processes across. Human Factors aims to optimise the way work is designed and organised to ensure that people can work safely. Human Factors focuses on the welfare of personnel by fitting work systems to people rather than people fitting the work systems.

The post holder will reside within the DSM's 2* Safety Cell and will be responsible for providing supporting Welfare, Health, Safety and Environmental Protection (HSEP) or Human Factors (HF) advice and support to the DSM's AoR through specific taskings alongside delivering a Directorate level assurance programme. This is to be achieved by:

Support the DSM HSEP Head and HSEP Manager in the development and maintenance of the DSM's 2* SEMS and SEMP. The SEMS and SEMP are required to meet Ministry of Defence Regulation and Policy. Support the DSM HSEP Head and HSEP Manager in the delivery and development of first party assurance on welfare and HSEP within the DSM's AoR. Support the DSM HSEP Head and HSEP Manager through the provision of effective, suitable and sufficient, welfare and HSEP advice and guidance to teams across the DSM's AoR. Gathering necessary and accurate data through assigned assurance activities to assist the DSM HSEP Head and HSEP Manager in assuring the DSM of his responsibilities. Support the DSM HSEP Head and HSEP Manager by the delivery of assigned outputs derived from, but not limited to, the Continuous Improvement for Safety and Environmental processes. The nature of this new team will cover a disparate range of welfare and HSEP activities. The post holder will develop into delivering dynamic risk identification, problem solving, analytical reporting and collaborative work to wider stakeholders and industry partners.

This position is advertised at 37 hours per week.

Job description

The DSM's 2* HSEP Cell is responsible to proactively conduct and co-ordinate first party assurance on HSEP activities across the DSM's Area of Responsibility (AoR). The post holder will deliver a contribution into the identification, reporting and rectification of relevant issues facing directly to or within DSM's AoR.

The post holder, as part of the DSM 2* Safety Cell, will develop to implement the assurance activities as detailed within the DSM's Safety and Environmental Management System and Plan (SEMS and SEMP). The post holder will assist the DSM HSEP Head and HSEP Manager to ensure that all key risks to the achievement of submarine programme objectives are identified, assessed, and managed to within acceptable levels.

The post holder will ensure that suitable and sufficient documentation and processes are in place and adhered to, this includes providing advice on the management of welfare and HSEP assurance within the DSM's AoR.

The chain of command within which this post resides is defined in Figure 1 post holder (DSM HSEP Assur) is accountable to the DSM HSEP Manager who reports to DSM HSEP Head, and they report into the Head of Technical and Transitions.

Person specification

  • Develop into the point of professional knowledge and expertise on first party HSEP Assurance relating to Welfare, Health, Safety or Environmental Protection within DSM’s AoR.
  • Support the HSEP Manager in ensuring that DSM 2* SEMS / SEMP documentation is reflective of requirements within MoD Policy and Regulations.
  • Act as a supporting interface for engagement with the Defence Maritime Regulator (DMR), delivering on behalf of the DSM’s Safety & Environmental Protection Management Arrangements.
  • Assist in the delivery of conventional the Safety and / or Environmental Protection Assurance function through interpretation of Statutory / MOD requirements to formulate the development and maintenance of conventional Safety and Environmental Management Arrangements which are ISO 45001 compliant.
  • Co-ordinate and deliver a monthly programme of 1st Party Assurance within the Directorate, ensuring that all areas meet regulatory and legislative requirements. Where there are shortfalls report and assist in the administration of Corrective Actions.
  • Assist with recording, reviewing and updating of HS&EP risks in the Navy Command risk tool (or relevant risk reporting tool).
  • Provide support to, the DSM HSEP Manager and HSEP Head, for Safety Working Group and Termly Board, and the Navy Safety and Environmental Board.

Experience:

Essential

  • Awareness of compliance with HSEP policy and instructions, legislation, and procedures that apply to the management of system safety (SYSSAF 1) Awareness of requirements for System Safety Management through life, monitoring arrangements, and required documentation (SYSSAF 2).
  • Awareness of the principles of System Safety management (SYSSAF 3).
  • Awareness of Environmental Policy and Procedures (SYSENV 1)

OR

  • Human Factors/ Performance for safety (or safe operation) awareness experience and qualifications

AND

  • Experience of working with or creating Risk Assessments, Safe Systems of Work as well as Normal and Emergency Operating procedures.

Where business needs allow, some roles may be suitable for a combination of office and working from home as part of a non-contractual hybrid working arrangement. All office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to site capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD workplace, will also count towards this level of office attendance.
