Job summary

The Senior Data Analyst (Senior DA) position is a scientific / technical role working in the NSD within the Reporting, Analysis and Engagement (RAE) Team. The RAE Team is a multidisciplinary group of military and Civil Servants that work to ensure organisational learning throughout NC. The RAE Team report directly to the Navy Safety Director who is responsible to the Fleet Commander for an effective SMS. The RAE Team also liaises closely with the Command Environment and Safety Officer for the Royal Navy (CESO (Navy)). CESO (Navy) has a direct line to 1SL as their senior independent Subject Matter Expert (SME) for assurance of Occupational H&S.

The Senior DA is responsible for fusing safety-related data sources to provide a comprehensive, insightful, assured efficacy and meaningful analysis of Navy Command’s performance across H&S functions and activities. This in turn, facilitates organisational learning so that NC continually improves and assures its safety-related Financial, Operational, Reputational, Moral and Legal (FORMaL) obligations to the Navy workforce and society. Note, the term Navy includes the Royal Navy, Royal Marines, Royal Fleet Auxiliary, Civil Servants, Reserve Forces, Partner Forces employed by the Navy and contracted civilian employees.

This position is advertised at 37 hours per week.

Job description

The Senior DA analyses integrated and extensive datasets to extract value, which directly impacts and influences risk-based decision making. More specifically:

Data Analysis and Visualisation. Interpret and analyse data from multiple sources including claims, provider, member, and encounters data Apply tools and techniques for data analysis and visualisation, including business information tools to identify and assess the business impact of trends.

Data Management. Identify, collect, and migrate data to and from a range of systems. Contribute to the planning and execution of large-scale projects with limited direction from leadership. Assist in the design, testing, and implementation of process enhancements and identify opportunities for automation. Manage multiple, variable tasks and data review processes with limited supervision within targeted timelines and thrive in a demanding, quickly changing environment.

Data Cleaning and Aggregation. Manage, clean, abstract, and aggregate data alongside a range of analytical studies.

Data Manipulation. Manipulate and link different data sets. Develop, maintain, and troubleshoot complex scripts and reports developed using SQL, Microsoft Excel, or other analytics tools. Identify and perform root-cause analysis of data irregularities and present findings and proposed solutions to leadership and/or customers.

Data Presentation. Summarise and present data and conclusions in the most appropriate format for users. Apply expertise in quantitative analysis, data mining, and the presentation of data to see beyond the numbers and understand how customers interact with analytic products. Partner cross-functionally at all levels of the organisation and effectively, both verbally and visually, communicate findings and insights to non-technical business partners.

Additionally:

Demonstrate a sense of ownership over projects and ask probing questions to understand the business value of tasks.

Independently engage with customers and business partners to gather requirements and validate results.

Person specification

Essential Qualifications: minimum 2nd Class undergraduate Masters in a numerate / scientific / engineering degree or equivalent level of experience.

  • Challenges stakeholder assumptions appropriately and constructively.

  • Independently briefs analytical outputs.
  • Ensures outputs understood and used appropriately.
  • Effectively communicates analysis to senior and non-technical customers, covering appropriate caveats, limitations and key uncertainties.

Quality assurance of analysis

  • Knows QA procedures and ensures appropriate, proportionate QA for all analytical work.
  • Ensures QA is carried out and communicates with caveats and limitations.
  • Plans end-to-end QA process within model design cycle.
  • Proactively seeks feedback to ensure that analysis continues to meet and adapts to customer needs.

Where business needs allow, some roles may be suitable for a combination of office and working from home as part of a non-contractual hybrid working arrangement. All office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to site capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD workplace, will also count towards this level of office attendance.
