The role

Winchester City Council is seeking to appoint a motivated and enthusiastic Neighbourhood Services Officer to join our dynamic Housing team, at a time when we are committed to focusing on reorganising our services to improve outcomes for our customers.

This is an opportunity to work within our local communities, across the 250 square miles of Winchester district, to support the management of safe and pleasant communal areas for our residents.

The successful candidate will be part of a team supporting the delivery of (non-technical) health and safety inspections and monitoring standards in communal areas of our council owned housing stock, including garage blocks and open spaces. You will provide a visible presence for our tenants and leaseholders, working with them and internal departments to maintain and improve standards.

The post holder will also be key in supporting the service with delivering on Consumer Standards.

What you will need to succeed

The successful candidate will be able to work effectively in a team, offer a proactive attitude and demonstrate a commitment to high standards for our customers. You will also be a good communicator, self-motivated, able to problem-solve and have a customer-centred approach to your work.

The role of the Neighbourhood Services Officer will include:

o Undertaking non-technical health and safety inspections in communal areas of our housing stock, including testing fire safety measures;

o Reporting repairs and other defects;

o Ensuring all communal areas remain safe and clear of obstructions and taking appropriate action to enforce this;

o Supporting the monitoring of cleaning and grounds maintenance contracts;

o Supporting residents with advice on matters relating to their block, including fire safety and use of communal areas;

o Liaising with and supporting other teams in respect of tenancy breaches;

o Contributing to the landlord’s health and safety compliance actions;

o Identifying estate improvement works.

Qualification & other requirements for the role

o Previous experience of working in neighbourhood and estate management is desirable, as well as experience in working in a customer focused role.

o As this is a predominantly site-based role, candidates must be capable of meeting the physical and travel demands of the position.

o You will be required to wear a uniform and drive a fleet vehicle at work.

o You will also be subject to a Disclosure and Barring Service check.
