Job summary

This role sits within the New Towns Strategy and Policy Division, in the New Towns Unit. We are an expanding, high performing unit leading on a key government priority to build a ‘new generation of new towns’; building on the recent report of the New Towns Taskforce.

The team specifically holds responsibility for large housing site delivery, including policy and legislation for development corporations (DevCorps) – powerful public bodies creating new communities across the country, with a new wave set to be designated in coming years.

You will work in a supportive team of experts on large site delivery, advising joint MHCLG and Homes England teams who are responsible for specific places.

Job description

You will be responsible for providing policy support on legislation including secondary legislation to implement measures in the Levelling-up and Regeneration Act 2023 and Planning and Infrastructure Act 2025. This covers work on commencement regulations and oversight regulations for locally-led development corporations.

You will work on delivering the necessary secondary legislation and guidance to implement a new locally-led development corporation model which is overseen by local councils. You will also have the opportunity to work with local authorities who are looking to bring forward locally-led development corporations to deliver large scale new communities and regeneration projects.

This role will provide opportunities for professional growth, widen your knowledge and skills in policy development, governance and legislation and will provide exposure to the wider department, across government and external stakeholders.

Key responsibilities include:

  • Leading on drafting instructions and associated legislative products such as explanatory memorandum.
  • Working with legal, relevant policy teams in the department and across government on policy solutions.
  • Producing handling plans, briefing and speaking notes to support debates in both Houses.
  • Supporting legislative clearance processes.
  • Supporting the review of existing guidance and updating to reflect new legislative provisions on locally-led development corporations.
  • Monitoring work programmes, managing any necessary changes/updates, and helping to ensure deliverables are met.
  • Supporting teams within the department and local partners on the establishment of locally-led development corporations.

Person specification

  • Ability to work on fast-paced work independently and be self-motivated, as well as having strong collaboration skills, working with colleagues across division and departmental boundaries to build effective relationships with finance, legal, planning and local government.
  • Ability to develop clear, evidence-based policy options, thinking creatively and strategically to address complex issues.
  • Excellent communication and influencing skills, including strong written and verbal communication to seniors and an ability to communicate complex issues to non-expert audiences.
  • Experience of working on legislation.
  • Understanding of planning, local government and housing delivery.
