We are a stock retained authority with 8,300 general needs homes, plus leasehold, hostels and sheltered housing schemes under our management. The stock is managed by the Crawley Homes division of the council, which has just undergone its first inspection with the Regulator of Social Housing and has been awarded a C2 grading. This is the second-highest grade a landlord can achieve, which is great news, but it means we have further improvements to make. We are well on our journey to transform our service and continue making improvements to fully align with the Consumer Standards. We are looking for someone who can support us in this endeavour. The Regulator of Social Housing said that:
“Crawley Borough Council has engaged constructively with us throughout the inspection process, has demonstrated that it understands the issues it needs to address, and is already taking action towards rectifying the weaknesses identified. Whilst early in the delivery, there is positive evidence of progress being made in some areas and we have assurance that there is strong organisational commitment to ensuring improved outcomes for tenants”.
As the Older Persons Service Manager, you will be responsible for managing the sheltered housing team and Lifeline team. You will need strong performance management skills to ensure these services are delivering to high standards, that core KPIs are met and residents are safe and supported to live independently. You will also need to lead on service improvements projects, ensuring continuous improvement. This is a great opportunity to shape services to ensure they are fit for purpose under the new regulatory environment, this will also include working with our Policy and Engagement Team to ensure the tenant voice is heard when deciding how to shape service delivery and policy.
We are looking for someone who has experience of leading and managing housing management services and/or older peoples services as well as an understanding of warden and dispersed alarm systems. You will need to able to be able to motivate both yourself and others, be resilient, have a positive attitude and align with our core values and behaviours. You will also need to have a strong track record of delivering service improvements and be able to demonstrate, and support others to demonstrate, excellent customer service.
Additional information
A full and current UK driving licence will be a requirement the role.
Casual car user - mileage paid to cover business mileage.
Satisfactory clearance of an Enhanced Disclosure and Barring Checks will be a condition of employment.
The Older Persons Services Manager will ensure the provision of an out of hours emergency callout service for the Sheltered, Lifeline, providing advice, management support and backup, or the individual on standby as required in the direct provision of these callout services. The salary is fully inclusive of the requirement to work evenings, weekends and Bank Holidays in this connection.
You will need to be willing to work outside of normal office hours from time to time, this may include attending resident events and meetings and Cabinet meetings. You may also need to provide ad hoc advice outside of office hours to Older Persons Services Officers on call.
Participation in the Standby Scheme – Category B (where required).
