We have an exciting opportunity available for a motivated and experienced Organisational Development Officer, to join us as a key member of the Workforce & Organisation Development Team here at Wokingham Borough Council, on a full-time, Fixed Term Contract ending March 2027.

Are you passionate about digital learning and organisational development?

We are seeking an enthusiastic Organisational Development Officer to support the development and delivery of our digital skills training and support programmes. This is a hands-on role, working closely with the Digital, Data and Technology Service to implement the Council’s digital learning framework and training offer.

You’ll co-create and deliver engaging training packages (face-to-face and online), promote digital training opportunities, and embed a learning culture across the Council. You’ll also act as a subject matter expert in digital learning platforms, support the go-live of new digital developments, and use data and insights to shape our digital learning strategy.

This role will be 80% delivery the majority of which will be in person, and as such applicants will need to be able to commute to Shute End in Wokingham.

Key Responsibilities:

  • Support the development and implementation of the Council’s digital learning framework and training offer.
  • Co-create and deliver training packages to support digital skills development.
  • Collaborate with third-party providers and internal teams for high-quality delivery and value for money.
  • Evaluate the impact of digital learning initiatives and report on staff development.
  • Act as the Council’s subject matter expert for digital learning platforms and tools.
  • Coordinate and support the go-live of new digital developments, including end-user testing and feedback analysis.
  • Use data and insights to develop a digital learning strategy.

Candidate Requirements:

  • Degree level or relevant professional qualification/expertise in ICT/MS Office or similar systems.
  • Advanced knowledge of Microsoft Office 365 tools.
  • Excellent IT skills (Word, Outlook, PowerPoint, Excel).
  • Experience delivering training face-to-face and online.
  • Strong knowledge of M365.
  • Experience in programme and project management, including planning, developing, implementing, monitoring, evaluating, and reporting.

Salary range
