Job summary

Companies House is an executive agency of the Department for Business and Trade (DBT). We maintain the public register of companies for the UK and provide corporate transparency, making the public register available online, free of charge, allowing individuals and businesses to make effective decisions about engaging with a company.

As a Outreach and Early Talent Manager you will be reporting to the Head of Outreach & Innovation, is key in shaping a diverse, skilled workforce to meet our organisation's needs. You'll play a crucial role in future-proofing strategies, aligning with our data and technology vision, and supporting our overall workforce strategy. You'll stay ahead of industry trends, attract top talent, and collaborate across business functions to deliver a cohesive outreach programme.

Job description

Our Outreach and Early Talent Manager will have the opportunity to:

  • Work with the Head of Outreach and senior stakeholders, to deliver the agreed outreach strategy and plans for Companies House, and have oversight of sub-strategies/plans for areas of the business to ensure a targeted approach.
  • Plan, build and run early talent pipelines into business-critical areas, such as apprenticeship, graduate and career changer programmes.
  • Monitor impact and success metrics in each area, and ensure they are reported on to inform the overall effectiveness and analyse data effectively to identify areas of low participation and inform the overall outreach strategy.
  • Identify new opportunities in line with our strategy; developing relationships with key partners.
  • Lead on large scale plans and independently implement outreach activities (e.g., fairs, events, networking opportunities).
  • Independently lead meetings with executive level stakeholders to gain support for campaigns and events.
  • Manage the co-ordination with local businesses, community leaders, and other organisations to plan special events and programs that support the organisation’s mission – working closely with our comms teams; advising on online presence and blogs to achieve the outreach strategy.   • Manage existing partner relationships to ensure the provision of high-quality engagement, delegating as required depending on the best fit for the organisation.
  • Take the lead in the collaboration for new engagement strategies with recruitment and communication teams.
  • Take charge of monitoring industry trends and current events to identify opportunities for collaboration.

Person specification

As a Outreach and Early Talent Manager We are looking for the following:

  • Proven experience leading in outreach, community engagement, or a related field.
  • Strong skills in strategic planning, stakeholder engagement, and event management.
  • Experience in leading the monitoring and reporting on impact and success metrics.
  • Experience in creating early talent programmes within a large organisation.
  • Demonstrated success in stakeholder mapping and engagement.
  • Experience leading event planning and coordination.
  • Experience of Office 365, including Teams, SharePoint, Outlook, OneNote, and Excel.
  • Experience of budget management.
  • Experience in monitoring industry trends.
  • Experience of working in, or with, education, learning & development or recruitment.
  • CIPD Level 5 or equivalent experience.

Where will you be working?

You will be aligned to our Cardiff office, where you will be expected to attend on a regular basis. We are currently using a hybrid approach to the way we work which provides opportunities for you to be adaptable in the way you work so that you can achieve a healthy balance between your work and home life. The degree of choice you have will depend on your role and your day-to-day work activities. Your manager will agree regular patterns of attendance with you, however you may be required to make yourself available to attend the office more frequently when required to meet business needs.

In your application form we’d like you to:

What will the process look like?

  • We’ll carry out a sift of applications. We may raise the score required at sift stage to progress to interview if we receive a high number of applications.
  • At sift we may choose to take through the highest performing candidates to the next stage. If, after the final stage is completed and roles are unfilled, we will proceed to invite lower scoring candidates to interview.
  • Successful candidates at sift will be invited to a virtual interview.
  • There will be an activity as part of the interview - This will be assessing your outreach and early talent management skills. You'll be asked to create an Early Talent Strategy Proposal. This will be delivered as a 10 minute presentation which you'll be asked to prepare in advance. More details will be shared with candidates invited to interview.
  • The lead criteria to distinguish between tied candidates will be: Making Effective Decisions.
  • A reserve list may be held for up to 12 months from which further appointments may be made for the same or similar roles.
  • If after interview you are not found appointable at the advertised grade you may be offered the lower grade role if you are considered to meet the skills, experience and behaviours for the lower level. The benchmark for appointing to the lower grade is set at the start of each campaign. All offers will be made in merit order.
