About the role: Parenting Programme Training Lead
We are seeking a strategic and motivated lead to develop, commission, and coordinate a high-quality parenting programme offer in Waltham Forest. You’ll identify and implement evidence-based programmes that respond to local and national priorities, lead the review of the borough’s referral process, and ensure a consistent, streamlined pathway for families. The role also involves overseeing facilitators, managing quality, and supporting effective delivery through supervision and monitoring of both in-house staff and commissioned providers.
You’ll work closely with local partners to build a joined-up parenting support offer that reflects best practice and meets the needs of families, including those referred through courts or Children’s Social Care. This is a great opportunity for someone with experience in programme leadership and partnership working who is passionate about improving outcomes for children and families.

Key Responsibilities:
Lead, manage and supervise staff and volunteers delivering parenting programmes, ensuring adherence to agreed standards and quality benchmarks.
Ensure safeguarding and risk management protocols are upheld within group-based parenting interventions, responding swiftly to concerns or issues of harm or public safety.
Promote and champion the value and impact of parenting support in improving outcomes for children and young people, ensuring programmes are well-utilised and effectively promoted.
Build and maintain strong partnerships with referring agencies including Social Care, schools, and Family Hubs to ensure appropriate and timely referrals.
Develop and implement an annual training strategy for parenting programme delivery, ensuring staff have access to relevant CPD and reflective practice opportunities.
Manage and maintain training resources, ensuring all materials are stocked, organised and accessible for programme delivery.
Lead on commissioning and contract management for parenting support, preparing specifications, monitoring provider performance, and ensuring value for money.
Coordinate joint delivery/commissioning opportunities with neighbouring boroughs to maximise cost savings and extend reach.
Match families to appropriate programmes through thorough assessment of referral information and family needs.
Quality assure programme delivery via regular observations, feedback loops and a structured quality assurance framework.
Develop peer learning and practitioner networks to strengthen practice and maintain up-to-date knowledge across the borough.
Negotiate with community venues and partners to host accessible, evidence-based parenting programmes in local settings.
Train, mentor and support facilitators, especially those newly trained, to build their confidence and ensure delivery quality.
Support the development of volunteer capacity in partnership with parent networks, including exploration of accreditation routes (e.g., EPEC).
Monitor, evaluate and report on programme outcomes and effectiveness to internal boards and external stakeholders.
Design and update communications materials to publicise programmes effectively across a variety of media and settings.
Collaborate with national training providers (e.g., SFSC, EPEC, Triple P) to adapt content and delivery methods to meet emerging local needs.
Develop targeted approaches to reach and support vulnerable families, including those not in contact with their children.
Qualifications and Requirements:
To be considered for this position, you should meet the following requirements:
Knowledge, Skills and Experience
Professional background in education, health or social care supported by appropriate qualifications and demonstrable experience
Experience of managing staff and volunteers within projects and programmes
Experience of motivating and engaging staff you don’t line mange
Experience of leading on an area of work that requires championing and development
Experience of teaching or delivering training
Experience of developing and delivering intervention programmes for parents and young adults
Knowledge and experience of developing and embedding Quality Assurance Processes
Experience of evaluation and monitoring of effectiveness of service delivery
