Job summary
The Private Rented Sector (PRS) team in the Ministry of Housing, Communities and Local Government is recruiting a Performance Analyst to support the delivery of the Private Rented Sector Database, a key measure introduced through the Renter's Rights Act. This set of reforms is crucial to improving the private rented sector, as the lowest quality, least secure and least affordable of all tenures. The database aims to drive housing standards in the sector by supporting landlords to understand their legal duties, providing essential information to local councils for enforcement purposes, and helping tenants make informed choices about which properties they let.
The Performance Analyst will play a key role in ensuring the PRS Database operates effectively throughout private beta, national rollout and into the live service. They will be responsible for designing, managing and iterating performance measurement frameworks that allow the team to understand how the service is functioning and whether it is meeting user needs. With over 2.3 million landlords, they will be confident analysing large datasets, identifying trends at scale and working to ambitious timelines. They will ensure performance insights are translated into meaningful action, providing clear analysis that supports decision making, highlights issues early and drives continual improvement. Their responsibilities will vary from establishing effective monitoring through analytics tooling, reporting on service performance through internal governance processes, and evaluating the effectiveness of the database’s user support function and associated processes.
As a Performance Analyst, you will sit within the operations team, working closely with digital delivery teams. The operations team leads on service delivery, ensuring all users can navigate the service effectively, that data is managed transparently and securely, and that we can provide assurance that the service is performing as intended. The post holder will have the opportunity to shape and implement performance monitoring procedures to optimise the delivery of the PRS Database, supporting key government reforms and helping to ensure the service delivers its intended outcomes.
Job description
As a Performance Analyst You'll:- Design, manage and iterate the performance measurement framework for the PRS Database.
- Develop, refine and track KPIs and service level metrics to assess whether the service is meeting user needs and legislative intent.
- Establish robust, repeatable monitoring processes using analytics tools (e.g., Power BI, SQL based platforms, Google Analytics/Adobe, or equivalent)
- Analyse large, complex datasets to identify trends, detect risks early, and generate actionable insights at scale
- Provide clear and concise performance reporting to internal governance boards and senior stakeholders
- Translate performance data into meaningful narratives that inform operational decisions, delivery priorities and continuous improvement.
- Evaluate the effectiveness of the service’s user support functions and related operational processes.
- Identify opportunities to enhance the service’s performance, efficiency, and user experience, informing change proposals and delivery roadmaps.
- Support product and policy teams by providing evidence to assess the impact of service changes or new features.
- Work closely with the Operations Team, Digital Delivery Teams, Service Owners and the IT Service Manager.
- Contribute analytical expertise within multidisciplinary teams, helping to embed a data driven culture across the programme.
- Ensure compliance with data governance standards and promote best practice in data quality, transparency and ethical use.
Person specification
As a Performance Analyst You'll have:
- Strong capability in quantifying service performance through dashboards, metrics and data models.
- Experience analysing large scale datasets and presenting insights that drive decision making.
- Ability to develop performance frameworks or KPIs that align with organisational and user outcomes.
- Proficiency with analytical and visualisation tools (e.g., Excel, Power BI, Plausible or similar).
- Excellent communication skills with the ability to simplify complex data for non technical audiences.
- Experience working at pace, managing competing priorities and delivering high quality outputs to tight timelines.

Stage 1: Sift (CV & Cover Letter)

Most of our campaigns utilise multiple assessors and so it is possible that each of your answers would be viewed by different assessors.
Stage 2: Interview

Candidates will be asked to prepare a 5-minute presentation, further details will be provided on invitation to interview.
Sift and Interview Dates
Sifting is envisaged to take place the week commencing 23rd March 2026.
