Job summary

The Infected Blood Compensation Authority (IBCA) is a new arm’s-length body set up, at unprecedented pace, to administer compensation to people whose lives have been impacted by the infected blood scandal.

IBCA will ensure payment is made in recognition of the wrongs experienced by those who have been infected by HIV, Hepatitis B or C, as well as those who love and care for them. They have been frustrated and distressed by the delays in achieving proper recognition, and we must help put this right.

We are committed to putting the infected and affected blood community at the centre of every decision we make and every step we take to build our organisation to deliver compensation payments.

IBCA employees will be public servants. If successful in this role you will be appointed directly into IBCA, on IBCA terms and conditions as a public servant.

Successful applicants will join the Civil Service Pension Scheme.

Please note that the mission of IBCA means that it is likely to be operational for a period of approximately 5 to 7 years. When IBCA’s work begins to wind down, IBCA employees will receive support and practical guidance to find a new role, whether in the Civil Service, another Arms Length Body (ALB), or an external employer.

The Infected Blood Compensation Authority (IBCA) is responsible for delivering a compensation scheme that has been long awaited by the infected blood community to provide financial compensation to victims of infected blood on a UK-wide basis. IBCA's Programme Management Office (PMO) sits within the wider Data Directorate and leads on portfolio assurance, delivery standards, and performance reporting.

Job description

IBCA is seeking a PMO Lead to design, implement, and maintain project governance structures and delivery frameworks.
This role operates within the Data Directorate alongside other G7 staff to ensure cohesive delivery. This role represents an excellent development opportunity for an ambitious individual looking to define how a modern, agile PMO operates within a major data environment, offering significant exposure to senior leadership.
Acting as a strategic partner to the Delivery Lead, you’ll play a pivotal role in shaping the Data Programme, translating high-level strategy into actionable delivery plans and robust structural foundations.
You’ll oversee the entire project delivery lifecycle, serving as the guardian of standards while ensuring that governance enables delivery.
You’ll champion an agile ‘test and learn’ approach to create flexible frameworks that support rapid iteration, experimentation, and data-driven continuous improvement.
Being responsible for the policies that demonstrate a safe and assured approach to portfolio management, while advising on cross-cutting risks and dependencies, you’ll support the delivery of IBCA’s objectives.
You’ll demonstrate project health and performance in an open and transparent way, ensuring the PMO evolves alongside the service to meet future challenges.

Person specification

As the PMO Lead, you will:
Shape the Programme Strategy: Partner with the Delivery Lead to define the structural foundations of the Data Delivery Programme, translating high-level Service Goals into actionable and ambitious delivery roadmaps.
Embed Agile Governance: Design and implement ‘test and learn’ delivery frameworks that balance robust assurance with the flexibility needed for rapid data experimentation, ensuring governance enables rather than blocks progress.
Manage Delivery Tracking & Reporting: Evolve Jira as the central engine for tracking deliverables, milestones, and workflow, distilling this data into a consolidated ‘Plan on a Page’ to provide senior leadership with a transparent, high-level view of programme health.
Oversee Risks & Dependencies: Manage ownership of cross-cutting risk and dependency logs, proactively identifying conflicts between workstreams and driving the resolution of complex issues that threaten delivery.
Drive Continuous Improvement: Treat the PMO itself as a developing product; constantly reviewing processes, soliciting feedback, and iterating on standards to ensure the function evolves as the Data Directorate matures.

Project Management Expertise: A strong understanding of Project Management methodologies (particularly Agile and Lean), with the ability to apply a ‘test and learn’ approach to governance and adapt frameworks to suit a complex Data environment.
Strategic Organisation & Delivery: Highly organised and self-motivated, with the ability to shape undefined programmes, manage conflicting priorities, and drive delivery at pace alongside the Delivery Lead.
Communication & Reporting: Strong communication skills, capable of distilling complex data into clear, visual insights (such as a consolidated ‘Plan on a Page’) to support senior leadership decision-making.
Stakeholder Management: Demonstrable experience of building trusted strategic relationships, acting as a supportive partner to delivery teams and influencing stakeholders across both technical and business functions.
Technical Proficiency: Advanced working knowledge of Jira and Confluence, with experience in configuring workflows, tracking deliverables, and using these tools to promote transparency.
PMO/Delivery Experience: Prior experience working within a Project Delivery or PMO function, with a track record of implementing or improving governance standards and supporting programme initiation.

Additional information:

A minimum 60% of your working time should be spent at your principal workplace. Although requirements to attend other locations for official business will also count towards this level of attendance.
