We are seeking a highly strategic, analytical, and forward-thinking Grade 7 Policy Lead to join the award-winning One Public Estate (OPE) team.

About One Public Estate (OPE)

OPE is an impactful partnership between the Office of Government Property (OGP) in the Cabinet Office, the Local Government Association (LGA), and the Ministry for Housing, Communities and Local Government (MHCLG). Established in 2013, we work with 98% of local authorities in England and have supported over 850 transformational property-led projects.

Our mission is to help public sector partners unlock land and property to drive regional economic growth, deliver integrated services, and release land for housing (supporting the target of 1.5 million homes in this Parliament).

We are currently embarking on an exciting transition to an evolved, place-based asset management model. To achieve this, we need to fully understand and unlock the massive potential of the public estate, optimizing our levers to create profound, localised impacts.

Job description

The G7 Policy Lead will be responsible for understanding the opportunity posed by working together strategically on the public estate, and determining how OGP can drive holistic transformation through its various corporate levers. Reporting to the G6 Policy and Partnerships Lead, you will operate with a high degree of autonomy to lead the evolution of critical property frameworks, data initiatives, and economic research.

Operating with a high degree of autonomy, your specific responsibilities will include:

  • Development of a LAMP Framework: Take ownership of the ongoing development of the new Local Asset Management Plan (LAMP) framework, working closely with the G7 Partnerships Lead to guide it through a rigorous two-stage design process. Collaborate closely with LAMP partners and gather continuous subject matter expert (SME) feedback to refine the model.
  • SAMPs Reform: Support the comprehensive reform of Strategic Asset Management Plans (SAMPs) across government by ensuring place-based opportunities and strategies (such as Local Growth Plans) are considered when making property decisions.
  • OGP ‘Levers’ and Data Development: Partner with OGP colleagues to drive holistic transformation of the central government estate. Review and modify existing OGP levers and data structures (including, for example, the Government Property Strategy (GPS), Property Functional Standards, and bilateral departmental reviews).
  • Size of the Economic Prize Research: Plan and conduct targeted research to determine the "size of the prize" for the transformation of the central government and broader public estate. Procure and oversee external consultants and work closely with the Senior Data & Analysis Lead to ensure a robust economic evidence base directly informs and shapes the subsequent Spending Review (SR) bid.

Person specification

Essential Experience

  • Policy Design & Reform: Experience leading complex policy development, framework design, or strategic reform within the public sector (preferably involving land, property, or central government estates but this is not a necessity).
  • Strategic & Systems Thinking: A proven ability to look across a vast organisational landscape, identify systemic opportunities, and modify corporate levers (such as standards, strategies, or reporting data) to achieve macro-level transformation.
  • Collaboration & Stakeholder Synthesis: Exceptional relationship management skills, with a track record of collaborating across organisational boundaries and synthesizing diverse input from subject matter experts (SMEs) and external partners.
  • Economic Research & Business Cases: Experience commissioning, conducting, or interpreting research and data to build a compelling economic or business case (ideally tying into Spending Review preparations).
  • Autonomy & Delivery: Proven ability to work with a high level of autonomy, confidently taking the initiative to establish new frameworks and solve complex problem sets in an evolving environment.

Desirable Criteria

  • Prior experience working directly on central government Spending Review (SR) bids or major business case developments, such as Green Book models.
  • Familiarity with the Government Property Strategy, Property Functional Standards, or departmental Strategic Asset Management Plans (SAMPs).

Additional information:

Cabinet Office policy is that a minimum 60% of your working time should be spent at your principal workplace. For some roles, due to their nature and the business need, this may be up to 100%. Requirements to attend other locations for official business will also count towards this level of attendance.
