We are seeking a Policy, Performance and Systems Manager to provide strategic & operational leadership across our procurement ecosystem. This is a pivotal role where you’ll ensure our systems, processes and data are configured and used effectively to deliver strong outcomes and embed a culture of integrity and openness.

Your up-to-date knowledge of UK procurement legislation (PCR15 and PA23) and wider regulations that impact local government will ensure that all activity is compliant. You will be working towards, or already hold, membership of the Chartered Institute of Purchasing and Supply (CIPS). Or be able to evidence equivalent professional knowledge and experience gained across similarly complex, multi-functional organisation that serves the public good.

Working closely with senior managers, you’ll take the lead in designing and improving systems that not only support the council’s strategic objectives - including Luton 2040 - but also help us achieve meaningful Social Value outcomes from our contracts. You’ll play a key role in removing unnecessary barriers to SMEs, introducing pragmatic solutions, and making sure that business needs remain central to the way our systems are configured.

About you

You will be a confident, highly effective communicator who can deliver the following:

People

Lead a team of officers that embeds systems and processes to support and demonstrate the delivery of transparent and compliant procurement activity across the Council. Building productive relationships with service departments to drive performance improvement.

Policy

Making sure that all procurement procedures, processes, systems (e-tendering and purchasing etc.) comply with Council policies and wider regulatory requirements.

Performance

Maximise delivery of contract commitments in relation to wider Council objectives around Net Carbon, Social Value and Economic Growth through increased engagement with the VCSE/SME supply chain. Working with contract managers to drive overall improvements to delivery.

Systems

Streamlining workflows within systems to make them effective and efficient whilst also complying with internal/external controls and policies.
