About the Role

As our Principal Planning Enforcement Officer, you'll be the Council’s lead expert on planning enforcement. This is a pivotal, high‑impact role at the heart of ensuring that development across the borough is lawful, safe and in line with local and national policy.

You’ll handle the most complex and sensitive cases, balancing robust investigation and clear decision‑making with diplomacy, sound judgement, and effective communication. The work is challenging, varied and significant — and no two days are ever the same.

Key responsibilities include:

  • Leading and coordinating complex planning enforcement investigations, from initial complaint through to resolution.
  • Carrying out site visits, inspections and evidence gathering.
  • Preparing and serving enforcement notices, managing legal processes, and representing the Council at appeals, inquiries and court proceedings.
  • Providing specialist advice across the Council, including to Members, senior officers and partners.
  • Mentoring and supporting colleagues within the enforcement team.
  • Project‑managing dangerous structure cases in partnership with Building Control.
  • Ensuring all work complies with relevant legislation including CPIA and PACE.
  • Driving continuous improvement within planning enforcement services.

What we’re looking for

We’re seeking a highly skilled professional with:

  • Significant experience in planning enforcement and proven ability to lead complex cases.
  • A strong understanding of planning law, enforcement procedures, CPIA, PACE and related legislation.
  • Excellent investigative, analytical and communication skills.
  • Confidence and resilience when managing challenging or confrontational situations.
  • The ability to work independently, make sound judgements, and manage a demanding and varied caseload.
  • A collaborative, supportive approach that fits with our positive team culture.

RTPI-accredited qualifications and membership are desirable but not essential.
