Salary: £39,027 - £44,463 per annum
Grade: E
Contract Type: Permanent

About the department
The Selective Licensing Team is part of the Private Housing Service within Community Protection & Enforcement Services at Thurrock Council. Our mission is to ensure that private rented housing across the borough is safe, well-managed, and compliant with legal standards. We work collaboratively with landlords, tenants, and partner agencies to improve housing conditions and safeguard residents.
About the Role
We are seeking motivated and proactive officers to join our Selective Licensing Enforcement Team. In this role, you will investigate unlicensed properties, breaches of licence conditions, and substandard housing, helping to safeguard tenants and promote fair practices within the private rented sector.
Key Responsibilities
- Investigate complaints, allegations of illegal eviction, harassment, and anti-social behaviour.
- Carry out inspections using the Housing Health & Safety Rating System (HHSRS).
- Collect evidence and prepare case files for enforcement action, including civil penalties, court proceedings, and Rent Repayment Orders.
- Provide advice and guidance to landlords, agents, and tenants.
- Work jointly with other council teams and external agencies to resolve issues.
What We’re Looking For
- Knowledge of housing legislation, particularly the Housing Act 2004 and related enforcement powers.
- Completed Housing Health Safety Rating System certificate
- Experience of carrying out investigations or property inspections.
- Strong communication, organisational, and report-writing skills.
- Ability to manage a varied workload and meet deadlines.
Essential qualifications:
- Housing Health Safety Rating System [HHSRS] certificate.
- A full driving licence that is valid in the UK and access to a vehicle.
