Job summary
You must be an experienced Financial Investigator (up to and including Confiscator).
The Proceeds of Crime Centre (PoCC) discharges the statutory responsibility of Director General NCA (Proceeds of Crime Act 2002 (PoCA), P1 section 3) to provide training, accreditation and monitoring of Financial Investigators.
Job description
As a PoCC regulator you will be involved in the design, development and delivery of Proceeds of Crime training courses as well as the accreditation and monitoring of financial investigators. No two days will be the same, you could find yourself delivering training one day and visiting a stakeholder the next. You may also be asked to attend regional or national level meetings to represent the views of the PoCC. Although a training or teaching qualification and/or an assessment qualification are desirable, this is not an essential criteria. Successful candidates who do not have this background will be put through the relevant training
The joy of the role is that there is no ‘typical day’, you could find yourself delivering training to a group of financial investigators from across law enforcement, or you could be setting or checking and advising on Action Plans, Personal Development Plans and Continuous Professional Development. Equally you could find yourself spending a day with a team of FIs, discussing best practice, issues that they are seeing locally, and advising them of any changes to policy or case law.
Duties & Responsibilities
Training and Delivery
Delivering PoCC’s statutory functions of training, accreditation and monitoring to over 3000 law enforcement officers from over 200 organisations across England, Wales and Northern Ireland including, but not limited to, Police Forces, Local Authorities, Trading Standards, HMRC, DWP and other agencies.
Deliver Presentations
Attend regional and national conferences and deliver updates on the PoCC and wider legislative changes, upskilling and responding to questions that may be asked.
Monitor
Monitoring Financial Investigators from across law enforcement, including preparing individual responses, action plans and when an issue is identified, agreeing the most appropriate course of action.
Work with Stakeholders
Work with learners from UK Law Enforcement and all Proceeds of Crime Act (PoCA) enabled organisations who require PoCC training and accreditation.
Develop and Implement Processes
Develop, maintain and update training material as necessary.
Provide Support
Provide learners and trainees with advice, guidance and support as and when needed. On-site visits, online meetings as a hybrid approach will be required.
Manage Data Governance
Supervise the quality and submission of evidence to determine suitability for the award of PoCA powers, including the subsequent ongoing and necessary monitoring.
Legislation
Review legislation, stated cases and court decisions and design and develop upskilling articles for distribution to Financial Investigators.
Conduct Workplace Assessments
Travel to meet individuals and their supervisors and/or managers to discuss work and conduct workplace assessments. Travel to meet FI teams, answer queries and deliver upskilling events. Review and assess evidence submitted during training, review Continued Professional Development evidence submitted and ensure compliance with the legislative obligations.
Design Training Modules
The design, development and delivery of training plans and training material based around Proceeds of Crime Act (PoCA) 2002.
Audit Compliance
Liaise with Financial Investigation Support System (FISS) team to ensure learners maintain accreditation, complete activities as published and contribute to the standardisation processes of work booklets.

Qualifications, Membership and Licences
Accredited Financial Investigator up to and including Confiscator level
Regulators must be able to deliver the full suite of PoCC training and need to have been in the role of practitioner to fully deliver a sound understanding of the practical application of legislation. .
Following the sift selection stage, candidates' accreditation will be verified through the Financial Investigation Support System (FISS). Candidates who are not recorded as Accredited Financial Investigators up to and including Confiscator level, will not progress to the next stage of the recruitment process.
