This role provides a unique opportunity to work at the centre of an exciting area of the UK Statistics Authority. You will work within the Legal and Data Services (LDS) branch whose primary focus is to support the National Statistician, senior executives, and the organisation to manage the governance of the access, use and sharing of data for research and statistical purposes across the Office for National Statistics.

LDS plays a key role in helping the UK Statistics Authority to fulfil its strategic objectives to produce better statistics to inform better decisions in ways which are legal, ethical, transparent and for the public good.

Working within LDS, you will work with Processor Accreditation Service Manager and report to the Research Accreditation Panel (RAP) supporting the work of the Digital Economy Act (DEA) Processor Accreditation and support the Processor Accreditation Technical Lead in assessing documents against a framework and provide advice, guidance and support to Trusted Research Environments and Secure Data Environments regarding their accreditation review and process.

Job description

This post is a permanent post with an end date of – 30/04/2029. Whilst this post is temporary, the successful candidate will be offered a permanent contract. Therefore, when the funding expires, if you have not already secured an alternative post, you will be treated in accordance with any applicable redeployment or workforce management protocols. In this role you will support the delivery of the assurance and recommendation functions of the Processor Accreditation Function in the Processor Accreditation reviews of Trusted Research Environments and Secure Data Environments on behalf of the Research Accreditation Panel (RAP) and the Secretary of State for Health.

As well as supporting the work of the organisation around data policy, data ethics, and engaging with internal and external stakeholders to build and maintain public confidence about how the organisation acquires, accesses, manages, stores, and uses data for the public good.

You will work closely with a wide variety of external stakeholders as well as other teams across the organisation, including the ONS Security team. You will also have opportunities to work flexibly across the LDS team, adapting to address priority issues and responding to dynamic business needs, often at pace.

You will be part of a dedicated team to carry out thorough and robust assessments of Accreditation evidence submitted by the Trusted Research Environments and Secure Data Environments against a dedicated capability framework. The role will also support the policy development and implementation of the Digital Economy Act Chapter 5.

This role requires occasional travel across Northern Ireland, Scotland, England and Wales. Travel will be ad‑hoc, with frequency determined by the needs and locations of processor assessments.

Responsibilities

  • Supporting the development and delivery of an accreditation function for assessing Trusted Research Environments (TREs) under the Digital Economy Act and evaluating Secure Data Environments (SDEs). Includes planning and scoping detailed reviews of processing activities and assisting the Data Governance Manager in producing clear, evidence based reports to assure compliance with DEA requirements and the Five Safes principles.
  • Supporting the development and implementation, and delivery of the DEA Accreditation’s and SDE Assessment capability engagement plans.
  • Working with the Data Governance Manager in the annual planning process and communicating with senior stakeholders across the DEA TRE and SDE landscape.
  • Delivering support on matters relating to the data capability part of the DEA Accreditation and SDE Assessments and support on building service insights and performance indicators.
  • Working with Trusted Research Environments and Secure Data Environments on regular engagements and during DEA accreditation and SDE assessments.
  • Assisting the Data Governance Manager in drafting papers, and providing advice, support and briefing within the Data Governance, Legislation and Policy team’s remit and to the Research Accreditation Panel.
  • You will work closely with a wide variety of external stakeholders as well as other teams across the organisation, including the ONS Security team. You will also have opportunities to work flexibly across the LDS team, adapting to address priority issues and responding to dynamic business needs, often at pace.

  • Strong communication skills, including excellent report writing.

Stage 1 – Application

The assessment process at the application stage will be based on your work history skills, experience, and personal statement. It is important that your application is tailored to highlight the skills, knowledge, and experience relevant to the role.

A personal statement is required at application stage, the maximum wordcount allowed is 1250, which should not be exceeded. You should provide evidence for each essential skill criterion listed in the person specification. As these criteria are scored, it is advisable to give clear examples for each one, including the impact of your actions, ideally utilising the STAR technique (Situation, Task, Action, Result).

Please note that Success Profiles Behaviour examples are not required at this stage of the application process.

When a high volume of applications are received, the sift pass mark may be adjusted. Candidates will be invited to interview based on their merit order, with those achieving the highest scores being prioritised. Applicants who score below the adjusted pass mark but still pass will be placed on hold and may be invited to interview at a later date.

Stage 2 – Interview
