Are you an experienced procurement professional who enjoys delivering value, driving improvement, and working collaboratively across services? If so, this could be an excellent opportunity to join us as a Procurement & Market Intelligence Officer supporting our Corporate and Professional functions.
In this role, you will be responsible for the end-to-end delivery of low-risk procurement activity, primarily below the thresholds set out in the Public Contract Regulations 2015 (PCR15) and the Procurement Act 2023 (PA23). Whilst your main focus will be on contracts within the category you may be required to support procurement activity across different procurement categories, including works, supplies, and services, giving you a varied and engaging workload. This will involve developing documents for open quotation/tenders as well as some use of framework agreements (under both old and new regulations).
With appropriate support, you will also contribute to projects of greater complexity and risk, ensuring compliance with PCR15/PA23 while delivering high-quality outcomes for the Council.

About you
You will have experience delivering procurement activity within a commercial, financial, or procurement environment, with a good understanding of procurement procedures and current legislation, including the Public Contract Regulations 2015 and the Procurement Act 2023. You will be confident negotiating and influencing a wide range of stakeholders, with a strong customer focus and the ability to clearly explain processes and governance requirements. Well organised and detail-focused, you will be able to prioritise effectively and work under pressure, while maintaining a positive, proactive, and solution-focused approach. You will ideally be a qualified Procurement Practitioner, hold A-levels or an NVQ Level 3, or demonstrate equivalent procurement knowledge through experience.
