We’re recruiting for two positions; 1 Permanent role & 1 Fixed Term Contract. These posts sit within the Digital Delivery Hub in the Delivery and Schemes directorate. The Digital Delivery Hub is responsible for designing, building, and maintaining digital products and services that support scheme administration. It works closely with Data, Digital and Security Services (DDSS) to leverage infrastructure and tools like Power BI. The Digital Delivery Hub directorate is responsible for Strategic Change initiatives, Product Management, Programme & Project Management, User Centred Design, Business Analysis, Architecture & Technical, Application Support and Business & Portfolio Management Services.
This is an exciting opportunity for a seasoned Product Manager to join a dynamic team responsible for managing the suite of products that facilitate the government's support schemes. In a fast-paced environment utilizing agile methodology, your ability to deliver swiftly and effectively will be crucial. As an integral member of an innovative and collaborative team, you will be empowered to make key decisions and work alongside colleagues from diverse backgrounds and expertise to ensure the products meet specified needs. You will control and prioritise the product backlog, review user stories to ensure they accurately capture business needs, act as a liaison between developers and end users, and lead user acceptance testing (UAT) activities where necessary.
We are seeking a highly experienced individual in Agile development and product management who can lead effectively and manage diverse stakeholder expectations. The ideal candidate should demonstrate exceptional organisational skills, a strong ability to prioritise tasks and the capability to address complex challenges.
This role offers exposure to multiple teams and the chance to collaborate with a variety of stakeholders, enabling you to shape Ofgem's digital journey and gain valuable insights into the broader energy sector. Job description
Key Responsibilities
- Own the product strategy and long term vision.
- Manage and prioritise the product backlogs.
- Key liaison between the business and IT teams.
- Change request management and cost/benefit analysis to ensure value for money.
- Contribution to requirements gathering, including review and sign-off.
- Lead the planning execution and management or User Acceptance testing activities.
- Ad hoc internal user assistance and troubleshooting.
- Optimise the value of development work undertaken and ensure all colleagues have sufficient understanding of product backlog items.
- Plan and communicate system cut-overs, business process changes, and user training. Ensure comprehensive support during and after go-live.
- Drive decisions based on data and insight model by defining and monitor KPIs for performance, reliability, and user satisfaction to ensure objectives are achieved.
- Establish and maintain strong stakeholder relationships both internally and externally, communicating the vision and roadmap regularly.

Essential Criteria:
- Experience working in an Agile development environment, with a minimum of 3 years Product Management experience across the software development life cycle (Lead Criteria).
- Experience in a data and outcomes driven approach to product management by defining and measuring metrics that drive success (Lead Criteria).
- Proven experience translating user needs and business objectives into clear product outcomes, problem statements, and prioritised backlogs.
- Strong planning, organisation and prioritisation skills, able to manage multiple initiatives and shifting priorities while balancing stakeholder needs and making clear trade‑offs.
- Experience in planning, executing and managing User Acceptance Testing activities.
Desirable Criteria:
- Knowledge of the energy industry, including renewable energy or energy efficiency support schemes, with an understanding of working in regulated or policy‑driven environments.
