    The role:

    Liverpool City Council is on a significant transformation and we're looking for a dynamic Programme Manager to help us deliver our key change programmes.

    As part of our Transformation Team, you’ll play a critical role in shaping the future of Liverpool by managing high-impact programmes that touch on all areas of Council activity. Initially, your work is likely to focus on one of these key programmes:

    • Children’s Social Care Sufficiency: Ensuring the availability of in-house children’s homes, residential placements, and fostering services
    • Children’s TOM: Improving the delivery model of Children’s Services including FDAC (Family Drug and Alcohol Court) and other business support functions

    However, our Programme Managers operate as a flexible pool of resource and can be allocated across any number of organisational programmes – including in adult’s social care, homelessness and temporary accommodation, and on Community Transport.

You’ll collaborate closely with directorates to scope, plan, and execute transformation programmes, ensuring risks and issues are managed effectively, and that projects are delivered on time, within budget, and to the highest standards.

    Key responsibilities:

    • Scoping and planning transformation programmes for smooth implementation
    • Managing risks, issues, and stakeholder engagement to ensure successful delivery
    • Leading and supporting programme staff, ensuring they meet their development goals
    • Communicating effectively with stakeholders and managing expectations throughout the programme lifecycle

    What we're looking for:

    We are looking for someone who is passionate about delivering change and making an impact. If you have a Programme Management qualification or relevant experience, and you thrive in environments where flexibility and adaptability are key, we want to hear from you.

    You'll need to:

    • Provide strong leadership and build high-performing teams
    • Scope and plan high-profile programmes aligned with Council objectives
    • Build excellent relationships with diverse and complex stakeholder groups
    • Navigate ambiguity and ensure effective governance to support programme outcomes
    • This is a hybrid role, which will require flexibility in prioritising face to face to meetings where needed

    Interview date: W/C 7 July 2025 and will include a presentation on a topic to be disclosed once interviews are arranged. Interview questions will also be shared prior to interview.
