
Programme Manager
Job summary
We are looking for an experienced Programme Manager to lead and coordinate delivery of our most important strategic programmes — including digital transformation initiatives and our Three-Year Plan.
The Programme Manager sits within Corporate Services and reports to the Director of Corporate Services. The role focuses on leading and coordinating programmes and projects across the organisation, working with Senior Responsible Officers to ensure they are well designed, governed and delivered.
You will support major organisational priorities including our Three-Year Plan, digital transformation programme and annual Business Planning cycle.
Job description
You will translate our strategic ambitions into well-governed, deliverable programmes, working closely with Senior Responsible Officers and senior leaders across the organisation. Your work will directly support delivery of our Three-Year Plan and annual Business Plans, and will help build our programme management capability for the long term.
Your key responsibilities will include:
- Designing, initiating and managing programmes aligned to organisational priorities
- Establishing effective programme governance, reporting and assurance
- Managing risks, issues, dependencies and resources across programmes
- Acting as our subject matter expert for programme and change management
- Building programme management capability across the organisation
- Supporting development and delivery of our Three-Year Plan and Business Plan
Person specification
We are looking for someone who brings proven experience of delivering complex programmes end-to-end, combined with a collaborative, pragmatic approach and a genuine commitment to public service.
You will be able to demonstrate:
- Experience delivering programmes and projects across the full lifecycle
- Strong stakeholder engagement and influencing skills, including at senior levels
- Experience of risk, budget and performance management
- The ability to manage multiple priorities in a complex, matrix-managed environment
- A recognised project or programme management qualification (e.g. MSP, APM or equivalent), or demonstrable equivalent experience

- £64,582 - £75,222 per year
