Introduction to the role and applicant profile
The West of England Mayoral Combined Authority (MCA) is seeking to appoint a Project Manager to join the Capital Delivery Team. Your key responsibilities in this role would be to support the delivery of the Mayor's priorities by sponsoring and managing transport and infrastructure projects that improve connectivity, encourage sustainable travel and help create healthier, more liveable communities across the West of England.
We're looking for a collaborative and delivery-focused project professional who is passionate about making a tangible difference through infrastructure investment. You will bring strong project management skills, sound judgement and the ability to build productive relationships with a wide range of partners and stakeholders.
Initially, the role will support the delivery of the Active Travel Programme, a portfolio of projects valued at approximately £70 million. The Capital Delivery Team is responsible for sponsoring and managing over £1 billion of transport infrastructure investment across the region. Responsibilities may evolve over time in line with business priorities and professional development opportunities.
This is a critical time in our transformation and growth journey, and you'll be pivotal in helping us achieve our ambitions by:
• Supporting the successful delivery of transport and infrastructure projects through all stages of the project lifecycle.
• Ensuring projects are developed and delivered in accordance with approved business cases, funding requirements, programme objectives and governance arrangements.
• Completing effective monitoring, reporting and assurance activities to support informed decision-making and accountability.
• Providing leadership, challenge and support to project teams and partners to maximise benefits, manage risk and achieve value for money.
• Building strong relationships with local authority partners and stakeholders to support successful project outcomes across the region.
What you'll be doing
Are you someone who can manage competing priorities, build effective stakeholder relationships and ultimately always focuses on successful delivery?
As Project Sponsor and/or Project Manager, you will oversee a portfolio of transport and infrastructure projects ranging from early-stage development through to construction and close-out. Working closely with Unitary Authorities and delivery partners, you will provide assurance, challenge and support to help secure successful outcomes.
You will coordinate governance and funding processes, monitor project performance, manage risks and issues, and provide clear reporting and advice to senior leaders and decision-makers. The role offers the opportunity to shape projects that have a lasting impact on how people travel and move around the West of England.
What you'll bring
You'll be an experienced project professional with a strong understanding of what it takes to deliver successful projects in a complex stakeholder environment.
We're particularly interested in people who:
• Have experience sponsoring or managing complex transport, infrastructure or regeneration projects.
• Can build credibility and influence with senior leaders, delivery partners and external stakeholders.
• Have experience working within governance and assurance environments involving public sector funding.
• Are confident presenting complex information clearly and concisely to a variety of audiences.
• Can balance competing priorities whilst maintaining a focus on outcomes, value for money and continuous improvement.
• Work collaboratively while providing appropriate challenge and maintaining accountability for delivery.

The salary for this role is £47,181 - £51,356. This is the full-time equivalent salary, and will be pro-rata for part-time. We advertise salary ranges for job roles, with new appointments for external candidates typically starting at the lowest salary point. In exceptional cases, where higher skill levels or experience are applicable, the salary point may be adjusted to secure the best candidate. This approach allows for potential year-on-year salary increases, offering progression and appropriate rewards to employees.
