Role Summary
To be responsible for a wide range and complexity of development schemes from the point they are handed over from the New Business Team (NBT) through to conclusion of the Final Account/End of Defects Liability Period. Of paramount importance is the requirement that all schemes are project managed in such a way as to ensure they are delivered on time, to agreed budget and required design and quality standards.

What will you be doing?
Role Specific Responsibilities
KEY RESPONSIBILITIES
•Be responsible for providing day-to-day project management on a diverse and, sometimes complex, range of developments, as directed by the Head of Development & Construction.
•Liaise with solicitors, contractors and local authorities to ensure legal documents are agreed and signed within the required timescales (include s106, s104, s38, S278, Nominations Agreements, Bonds and Sureties, Collateral Warranties, Wayleaves and Easements). Negotiate to remove or alter planning conditions where necessary.
•Represent the organisation at monthly site meetings with contractor, architect and employer’s agent and other external parties and make appropriate decisions to progress the scheme.
•Monitor the contractor’s progress and performance on site against programme and act to achieve improvement where necessary.
•Assume the Client Role and responsibilities under the CDM 2015 Regulations: review Pre-contract Health & Safety File and liaise and co-operate with Principle Designer and CDM Advisor during and post contract to ensure contractor and all consultants comply.
•In liaison with Employers Agent be responsible for all risk management aspects of individual projects.
•As schemes progress, negotiate changes and/or upgrades to specification by having due regard for (and reviewing) the original plans, working drawings and budget control. Ensure continued compliance with all Homes England and TCHG requirements.
•Monitor and control scheme expenditure against the agreed contract sum, scheme and cash flow forecasts. Inform the Head of Development and Construction and the Finance Team of deviations from agreed financial parameters. If necessary, re-appraise the scheme, using the Group’s financial appraisal model and seek a new Delegated Authority prior to proceeding.
•Local Authority Partners etc, advise on scheme progress, forecast completion and handover dates, prepare quarterly illustrated Progress Reports, participate and/or Chair regular liaison meetings and organise site visits as necessary.
•Chair regular liaison meeting with internal stakeholders. advise on scheme progress, forecast handover dates and respond to queries raised at meetings.
•Provide information for Love Living Homes Team to assist early marketing of all home ownership and rented properties.
•Ensure all properties are acceptable for handover at Practical Completion and that all required documentation is in place, (e.g. H&S Files, Operating Manuals, As Built Drawings, HUG’s, Keys, Meter Reading etc), prior to accepting handover on behalf of the Group.
•Participate and contribute to scheme design proposals and discussions, assisting the New Business Team (NBT) as appropriate to ensure compliance with all Homes England funding requirements, Design & Quality Standards, the Group’s Design Guide & Technical Brief and regulatory requirements.
•Ensure all new business opportunities are highlighted to the NBT at the earliest opportunity.
•Keep accurate scheme information recorded on internal platforms (Pamwin, Dynamics) to allow for accurate financial and programme forecasting for internal stakeholders.
•Monitor contractor performance during Defects Liability Period and co-ordinate End of Defects Inspections with EA to ensure satisfactory resolution on behalf of the Group and our customers.
•Negotiate the settlement of outstanding defects at the end of the Defects Liability Period and keeping other departments (Housing and C&C, Asset Management) informed of progress
•Initiate Customer Satisfaction Surveys following Practical completion/handover. Respond to survey comments with resident, in order that issues can be addressed.
•Agree the Final Account, any deductions and/or release of retention monies as appropriate. Keep the Finance Department informed of progress.
•Undertake Contractor and consultant post contract reviews and pass details to the Procurement Manager for monitoring purposes.
•Prepare for, organise interviews/viewings and attend scheme audits, as required by Homes England and/or the Group’s Internal Auditors.
•Undertake a final scheme audit and appraisal and archive files and contract documentation as appropriate.
•Actively promote the Group’s Equal and Diversity Policies in all aspects of duties relating to staff, residents, contractors, consultants and external agencies.
•Compile and maintain accurate scheme files required for charging and auditing purposes and prepare, scheme progress and KPI reports.
•To work always within the Group’s risk management framework and contribute to the identification and management of risk at both a team and organisational level.
•Represent and promote TCHG at meetings and events with contractors, consultants, Local Authorities, and residents etc

About You
Education & Qualifications
•Good standard of general education to degree level or equivalent experience
•Have or working towards a professional Qualification in a Project Management/Building related discipline (Desirable)
Key Skills & Competencies
•Detailed knowledge and understanding of housing development process
•Experience in project managing diverse and complex developments
•Experience in communicating and liaising with solicitors, contractors and local authorities within time scales
•An understanding of contracts and procurement practices. (Desirable)
•Understanding of common and emerging design and construction defects and how to avoid them (Desirable)
