HM Courts & Tribunals Service (HMCTS) is responsible for administering criminal, civil, and family courts and tribunals in England and Wales. Our mission is to deliver justice effectively and efficiently, helping people and businesses access justice.

About the role

As a G7 Project Manager, you will be assigned to lead and manage a defined complex project or group of projects, including the associated business change activities, on a day-to-day basis. You will be responsible for driving and overseeing the delivery of the project or projects to ensure that the objectives are clearly defined within the agreed time, cost and quality constraints. You will play a key role in project governance, which includes establishing appropriate governance and assurance processes, monitoring progress, risks and issues and ensuring business readiness for change.

Who are we looking for? (Person Specification)

Candidates for this position must demonstrate a proven track record in managing delivery of several medium complexity projects or served as a specialist or work strand lead within a larger, more complex project. Candidates should demonstrate that they meet the following essential criteria in line with the Project Manager, G7-level as set out in the Government Project Delivery Framework (link)

Essential

  • Demonstrable experience of leading the end-to-end delivery of complex projects, working with multidisciplinary teams to deliver outcomes within agreed time, cost and quality constraints. (Lead Criterion)
  • Proven experience of setting, managing and forecasting project budgets, and working effectively with commercial colleagues and external suppliers to deliver project outcomes.
  • A strong understanding of project delivery approaches, including planning, governance, risk and issue management, and the use of structured methodologies to successfully deliver projects.
  • Experience of building and managing relationships with a wide range of stakeholders, including senior leaders and project sponsors, and the ability to influence decisions and maintain stakeholder confidence.
  • Experience of leading and supporting a team to deliver project outcomes, including setting direction, managing performance and creating a positive and collaborative working environment.
  • Experience of developing high-quality business cases and leading them through governance and approval processes, ensuring projects are robust, deliver value for money and achieve intended benefits.

Interview

If successful at sift you will be invited to attend a formal interview remotely via Microsoft Teams. The interview will be assessed against the Civil Service Success Profiles Framework and the Government Project Delivery Capability Framework (PDCF)

Interview format

We use a blended interview approach, combining different question types to assess a full range of skills and experience.

This will include:

  • Questions assessing the following competencies:
  • Visible Leadership (Behaviour)
  • Risk and Issue Management (Technical)
  • Strength-based question
  • These explore how you naturally approach work, what you enjoy doing, and where you perform best. Please note that this question is not shared in advance.
  • 20-minute Scenario-based assessment (behavioural and technical competencies)

You will be given a project scenario via email two hours before your interview, allowing time for review. During the interview, you will be asked to present your approach, followed by panel questions to explore your response in more detail.

You will be expected to align your answers to the Project Delivery Capability Framework at G7 level Project Manager G7 - Government Project Delivery (link)

What to expect from the scenario assessment

This exercise is designed to reflect real project delivery challenges at this level.

They will help the panel understand:

  • How you make decisions in real time
  • How you apply your project delivery knowledge in practice
  • How you lead, prioritise and respond to complex situations

Travel requirements

This role is advertised nationally; however, the successful candidate will be expected to travel for ad hoc project meetings and to support project implementation. Travel and accommodation costs incurred for official duties will be fully funded by HMCTS in line with departmental policy.
