An exciting opportunity has arisen to join Rotherham's Private Sector Housing Team as a Project Officer (Private Rented Sector), playing a pivotal role in the delivery of one of the Council's key housing priorities, the Selective Licensing Scheme. This role comes at a critical stage as the Council delivers a new Selective Licensing programme across designated areas of the borough.
About the Role
This is a unique opportunity to take a leading role in the coordination and administration of Rotherham's Selective Licensing project, ensuring the efficient delivery of a major regulatory programme affecting thousands of privately rented properties across the borough.
Working within the Private Sector Housing Service, you will be responsible for coordinating key project activities, supporting service delivery, monitoring performance and ensuring that licensing processes operate effectively and efficiently. You will act as a central point of contact for landlords, managing agents, residents and partner agencies, helping to ensure that licensing applications, inspections, compliance monitoring and data management activities are delivered to a high standard.
The role will be instrumental in supporting the successful implementation of the new Selective Licensing Scheme, including helping to manage increased demand during the early phases of the project and supporting planned system and database developments.
What You'll Be Doing
- Leading the day-to-day coordination of the Selective Licensing project and associated private rented sector initiatives.
- Managing and monitoring licence application processes and ensuring accurate records are maintained.
- Coordinating inspections, compliance checks and information sharing activities.
- Monitoring project performance, analysing data and producing reports for managers and stakeholders.
- Supporting the delivery of wider private rented sector functions, including work linked to the Renters Reform Act, housing standards and regulatory compliance.
- Developing action plans, maintaining project documentation and tracking progress against key milestones.
- Working closely with internal services, external agencies, landlords, residents and community representatives.
- Supporting consultation exercises, stakeholder engagement and service improvement projects.
- Assisting with budget monitoring, project expenditure tracking and performance reporting.
- Supporting the transition and implementation of new systems and processes within the service.
About You
We're looking for someone who combines strong project coordination skills with excellent communication and analytical abilities.
You will have experience of working in a regulatory, housing, community safety or partnership environment and be confident managing competing priorities while maintaining high standards of accuracy and customer service.
You will be able to demonstrate:
- Experience coordinating projects, programmes or operational workstreams.
- Experience working with data, analysing information and producing reports.
- Strong organisational skills and the ability to manage complex administrative processes.
- Experience working with digital systems, databases and case management software.
- The ability to build positive relationships with a range of stakeholders.
- Excellent written and verbal communication skills.
- An understanding of housing regulation, Selective Licensing, the Housing Act 2004 or the wider private rented sector, or a willingness to develop this knowledge quickly.
- Experience of monitoring budgets, grants or financial information would be advantageous.
