About the role

As a Property Project Manager within the Capital & Major Projects and Sustainability Team in the HMCTS Property Directorate, you will play a key role in delivering projects that improve the justice system by creating and enhancing court and tribunal facilities.

This role offers significant opportunities for professional development, including a tailored development plan and access to the Government Property Profession Career Framework. You will also have the opportunity to contribute to some of the most ambitious property projects across the justice estate.

You will be responsible for leading and managing a portfolio of property capital projects, including associated business change activities. This includes ensuring compliance with governance and assurance processes, monitoring project progress, managing risks and issues, and ensuring organisational readiness for change.

The role requires strong expertise in the application of project management methodologies and techniques, alongside effective leadership, communication and stakeholder management skills. You will be responsible for maintaining the overall integrity and coherence of your projects.

Reporting to a G7 Senior Project Manager, you will manage projects that may be high-profile, large-scale or complex, often involving significant risk. You will operate with a high degree of autonomy and be comfortable working with limited day-to-day management oversight.

Success in this role will require the ability to deliver results through others, build strong partnerships and influence stakeholders who may hold differing or competing priorities. The work of this team plays an important role in achieving departmental objectives and managing significant operational risk.

You may also be expected to coach and mentor junior colleagues across the wider profession, helping to develop capability within the organisation.

Key Responsibilities

Responsibilities include (but not limited to):

  • Define and document scope, goals and deliverables that support business goals in collaboration with senior management and stakeholders
  • Develop, manage and report on feasibility studies on potential property capital projects
  • Develop complete project delivery plans along with associated communication documentation
  • Effectively set and communicate expectations to team members and stakeholders in a timely and clear fashion
  • Plan and schedule timelines and milestones using appropriate tools
  • Develop and deliver progress reports, proposals, requirements documentation, and presentations
  • Take ownership and responsibility in terms of time, quality and cost for all assigned projects
  • Management of the financial performance of projects within agreed tolerances to control expenditure against approved project budgets and provide accurate financial reporting and forecasting
  • Execute lifecycle in accordance with in-house processes
  • Take an active role in supporting procurement of third-party services and ensuring commercials are adequate for delivering
  • Provide effective risk management
  • Complete any relevant training provided that is required to undertake your role effectively

You will work closely with:

  • HMCTS and Ministry of Justice staff.
  • Project and programme senior project managers.
  • Project and programme manager peers along with the wider delivery team and other teams within the Property Directorate.
  • Customer and project supplier representatives.
  • Stakeholders in the justice system.
  • Technical and cost consultants

Essential Criteria

  • Previous experience of working on property capital projects, or demonstrable understanding of property capital projects in the context of this role.
  • Have been accountable for successful delivery of a property capital project or workstream across the project lifecycle from inception to completion.
  • Ability to work with technical and business stakeholders to develop requirements and interpret between them.
  • The ability to take responsibility for determining direction and methodology for project delivery.
  • Excellent facilitation and stakeholder engagement skills.
  • Experience of progress reporting, drafting papers, etc for senior management review and consideration.
  • Proven ability to drive through significant change whilst maintaining strong client and internal relationships, to achieve agreed outcomes.
  • Proven ability to perform consistently to tight timescales with a high degree of visibility.

Desirable Criteria

  • Holds or is prepared to work towards Core Accreditation within the Government Property Profession Career Framework at the appropriate grade (RICS, IWFM, CIOB etc.) or equivalent project management qualification.
  • Knowledge or experience of the Courts and Tribunals services or the wider justice landscape.

Other duties

The post holder is required to work in a flexible way and undertake any other duties reasonably requested by line management which are commensurate with the grade and level of responsibility of this post.
