Public Health Programme Manager - Domestic Abuse

The role sits at the heart of our place-based system and will play a critical role in improving outcomes for victims and survivors, strengthening prevention activity and supporting a whole-system response to domestic abuse

What's the role all about?
As our Public Health Programme Manager (Domestic Abuse), you'll champion and drive forward our high-profile domestic abuse agenda through a public health approach. You will lead the development and delivery of North East Lincolnshire's Domestic Abuse Strategy, driving a whole-system response that strengthens prevention and early intervention, improves support and outcomes for victims and survivors. You will ensure our approach is informed by intelligence and insights, including lived experience and our work is guided by national policy and evidence of what works.
Working across a complex partnership landscape, you will influence policy, strategy, commissioning and service development, ensuring services meet local need and deliver meaningful outcomes for individuals and communities.
You will work with partners across health, housing, community safety, criminal justice, children's and adult services, and the voluntary and community sector to ensure delivery of a coordinated response to domestic abuse and drive lasting system-wide change.
Alongside this, you will provide leadership for the women's health agenda, helping to improve outcomes and reduce health inequalities for women across North East Lincolnshire.
What will your day look like?
This is a varied and highly influential role where you'll combine transformational leadership, strategic thinking, programme management and partnership working.
You may be working to bring partners together to develop new approaches to prevention and interventions or determine strategic or commissioning priorities.You could also be analysing key intelligence, performance and evidence to gauge impact of our domestic abuse arrangements, and inform future developments.
You'll lead and coordinate commissioning activity, contract management and work with providers and partners to ensure services are high-quality and achieving positive outcomes.
You will provide expert advice and briefings to senior leaders, elected members, the Domestic Abuse Partnership Board and other relevant Boards and key stakeholder.
You'll also play a key role in developing governance arrangements, monitoring progress against strategic priorities and identifying opportunities for service improvement and innovation
Alongside this, you'll lead work across the women's health agenda, as a key member of our Women's Health Group, helping to improve outcomes and reduce inequalities for women across North East Lincolnshire
Who are we looking for?
We're looking for a strategic and inspirational leader who can provide visible leadership, and bring partners together to develop and deliver on a shared vision,
We welcome applications from candidates with experience in domestic abuse services, public health, safeguarding, health and care, community safety or other related area.
We're particularly interested in someone who:
- Has significant experience in strategy development, and delivering complex programmes of work or services across a partnership landscape.
- Can influence and lead across organisational boundaries.
- Can build strong partnerships, inspire collaboration and bring stakeholders together to deliver shared outcomes.
- Has experience of commissioning, service development, and contract management.
- Can provide expert advice and influence decision-making across other organisations and fields.
- Can evaluate intelligence, lived experience and evidence and translate into policy and practice.
- Can establish and lead robust programme management arrangements that drive delivery, accountability and continuous improvement.
- Understands the importance of trauma-informed practice to improving outcomes for victims and survivors.
A degree in a relevant subject area is essential, and ideally, you will hold a master’s qualification, or working towards it. We also recognise the value of significant relevant experience and equivalent professional expertise.
