Job summary
Ofgem’s Delivery & Schemes directorate delivers some of the UK’s most high-profile low-carbon and social programmes. These schemes support vulnerable consumers, drive decarbonisation and help accelerate the transition to a low carbon energy system. They represent over £13 billion of investment each year, and our ability to report clearly, transparently and consistently on their performance is central to maintaining public trust and demonstrating value for money.
We are now looking for a Public Reporting & Stakeholder Officer to join our Enquiries & Engagement Centre of Excellence. This is an excellent opportunity for an individual who enjoys crafting high quality written content, engaging with a broad range of stakeholders and contributing to how a major regulator communicates its impact.
In this role, you will play a pivotal part in coordinating the production of Ofgem’s statutory quarterly and annual scheme reports. These reports are read by government departments, Parliament, industry, consumer groups and the public, and they form a core part of Ofgem’s commitment to openness and accountability. You will work closely with colleagues across Delivery & Schemes to gather information, translate complex evidence into clear and accessible narratives and ensure that all published materials are accurate, compelling and compliant with accessibility requirements.
Your contribution will extend beyond report production. You will also support Ofgem’s wider stakeholder engagement work, helping to strengthen communication with government partners, regulated companies, charities, consumer bodies and other organisations involved in scheme delivery. This may include preparing briefings, supporting meetings and events and gathering insight that helps refine our engagement approach. Through this, you will help reinforce Ofgem’s reputation for professionalism, transparency and high quality communication.

Job description
Key Responsibilities
- Coordinating the production of quarterly and annual reports and being the primary driving force behind report production to ensure deadlines are met
- Collaborating with internal stakeholders across Delivery and Schemes to define content requirements and create high quality content for published Delivery and Schemes reports
- Analysing content and related datasets to ensure that reports are accurate, clearly presented, logical and engaging
- Drafting report content and helping to translate data into something that is accessible, engaging, and informative to a wide audience
- Ensuring style and format consistency across reports, whilst adhering to organisational brand and style guidelines
- Ensuring reports comply with accessibility regulations
- Seeking feedback from internal and external stakeholders and revising content as required
- Maintaining, developing, and improving internal report production processes
- Support colleagues to run effective external stakeholder engagement with tasks that could include –
- Setting up and administering internal and external meetings
- Supporting development and delivery of virtual and face to face events
- Coordinating creation of briefings
- Using effective channels for communication
- Sharing insights from stakeholder engagement interactions with relevant teams
- Analysing the effectiveness of external engagement to help inform current and future engagement strategies
Key Outputs and Deliverables
- Ensuring reports are successfully delivered to a high standard within given timescales
- Timely and effective engagement with stakeholders to define content requirements and seek feedback to refine report content
- Informative, engaging and concise writing to communicate the story behind the data, in plain English
- Ensuring uniformity of design and identifying and implementing improvements to report designs
- Compliance with accessibility regulations
- Effective support for external stakeholder engagement activities (events, meetings, newsletters, webinars)
Person specification
Essential Criteria
- An ability to scrutinise and refine written work, verifying that outputs are accurate, well-structured, coherent, professionally presented, and communicate effectively (Lead Criteria)
- Skilled at planning and coordinating input from a variety of sources to deliver high-quality work on time (sometimes to tight deadlines), with minimal supervision
- Strong interpersonal and collaboration skills with an ability to build and maintain excellent relationships
- Demonstrated ability to work independently as a self-starter, using initiative to identify and drive forward tasks, while managing multiple concurrent projects with
resourcefulness and proactivity when issues arise. - Analytical skills to identify errors and inconsistencies in written content and data
Desirable Criteria
- Knowledge of or an interest in renewable energy and energy efficiency
- Experience of developing and delivering stakeholder engagement
