As a Definitive Map Officer, you'll play a key role in maintaining and updating the Definitive Map and Statement, the legal record of public rights of way across the county.

About the Role:

This is an exciting opportunity to join a specialist team responsible for carrying out the Council's statutory duties relating to public rights of way. Working within Highways Network Management, you'll investigate complex cases, interpret historical evidence and legislation, and ensure Lancashire's Definitive Map and Statement remains accurate and up to date. You'll also take a leading role in maintaining GIS mapping records that support the management of public rights of way across the county.

The role offers a unique blend of office-based working, stakeholder engagement and site visits, making it ideal for someone who enjoys variety and taking ownership of meaningful work.

Job Description & Person Specification

What You'll Do:

As a Definitive Map Officer, you'll:

• Investigate and resolve applications for Definitive Map Modification Orders and related requests.
• Research and interpret historical maps, documents and legal evidence to establish public rights.
• Maintain and update Public Rights of Way GIS datasets and mapping records.
• Communicate with landowners, residents, user groups, elected members and partner organisations.
• Prepare reports and present recommendations to Regulatory Committee.
• Represent the Council at public inquiries, hearings and court proceedings where required.
• Provide specialist advice and guidance to colleagues on public rights of way matters.
• Identify opportunities to improve processes and help develop innovative ways of delivering the service.

What we are looking for:

We're seeking a motivated and knowledgeable professional who can work confidently both independently and as part of a team.

You'll have:

• A degree or equivalent qualification, or significant experience in public rights of way work.
• Experience using GIS and interpreting historical maps and documents.
• Knowledge of statutory procedures and legal processes.
• Strong analytical and problem-solving skills.
• Excellent communication, negotiation and customer service abilities.
• The ability to manage competing priorities and make sound decisions.
• A commitment to protecting and improving access opportunities for Lancashire's communities.
