About the Role

As Quantity Surveyor Lead within the Combined Authority, you will take ownership of cost management across a diverse portfolio of projects, from early feasibility and design through procurement, construction and close-out. You will provide clear commercial leadership to ensure schemes are delivered on time, within budget and to the required quality, strengthening investment decisions and protecting value for money at every stage of the asset lifecycle.

Working closely with project teams and stakeholders, you will prepare robust cost estimates, cashflows and cost plans to validate project feasibility, and you will produce tender documentation including Bills of Quantities to support contract award. You will lead cost control, value engineering, change control and risk management throughout delivery, manage valuations and payments with accurate budget and progress reporting, and provide sound advice on contracts, claims and disputes in line with relevant standards and regulations.

About the person

You will be an experienced Quantity Surveying professional with a strong track record of delivering commercial and cost management services within multi-disciplinary teams, ideally across complex programmes in the public sector. You will be confident engaging with senior stakeholders, influencing outcomes and providing clear, evidence-based advice that supports robust decision-making and protects value for money.

You will bring strong commercial judgement and the ability to negotiate effectively and fairly, alongside excellent written and verbal communication with the credibility to both challenge and support colleagues and suppliers. You will be highly numerate and analytical, comfortable working with data and using QS tools and systems, and you will take a collaborative, proactive approach that remains resilient under pressure and focused on delivery. You will also demonstrate a commitment to continuous professional development, safe working practices, and values aligned to public service.
